About each permit

Restaurant / Food Service Establishment License (Marion County)

Oregon delegates food licensing to counties, and Marion County Health & Human Services Environmental Health Services — not the Oregon Health Authority directly, and not the City of Salem — is the actual food-permitting authority for the large majority of Salem, which lies east of the Willamette River in Marion County. Restaurants receive two unannounced routine inspections per year. This is on top of, not instead of, whatever building, sign, zoning and fire requirements the City separately imposes. A business located in the West Salem neighborhood (west of the river, in Polk County) instead falls under the separate Polk County food-service record below.

Mobile Food Unit License (Marion County)

This is the county food-safety license only, separate from and additional to the City of Salem's own Mobile Food Unit Business License recorded above. Unit classes run from Class I (packaged/non-perishable items only) to Class IV (full menu, on-unit cooking of raw animal foods allowed) — Marion County EHS's own program page defines the four classes.

Child Care Facility Health & Safety Inspection (Marion County)

Distinct from and additional to the Oregon Department of Early Learning and Care's own state childcare license — Marion County's own guidance confirms an Environmental Health Specialist must inspect and approve a certified family child care home OR a certified child care center every year before the state license can be issued or renewed. A certified child care CENTER additionally needs both a state Child Care Licensing Division inspection and a local fire department inspection (see the separate Salem Fire Department record below) — a certified family child care HOME operating in a private residence does not. Easy to miss because it is filed with the county health department rather than the state licensing agency. A West Salem facility in Polk County instead falls under Polk County Environmental Health's parallel childcare inspection program.
