About each permit

Commercial Weighing and Measuring Device Registration (State Registration, County Inspection)Bergen County

N.J.A.C. 13:47F-1.3(a) states that no person shall operate or use a weight and measure for commercial purposes within the State of New Jersey unless it is registered with the State Superintendent, so this is a State registration with a State fee rather than a county license. The certificate expires one year from issuance (13:47F-1.3(c)) and is kept at the commercial location (13:47F-1.3(d)). The fee figures are those printed in N.J.A.C. 13:47F-1.7 in the Division of Consumer Affairs courtesy copy of the chapter. The county's role is inspection: the county Weights & Measures page states that the Bergen County Division of Weights & Measures conducts unannounced inspections and tests of all commercial weighing, measuring, timing and counting devices. Under N.J.A.C. 13:47F-1.5, a county department that inspects and tests devices is eligible to receive 70 percent of the fees collected for those devices. The record applies to a retail business that sells commodities by weight or measure.

Commercial Weighing and Measuring Device Registration (State Registration, County Inspection)Hudson County

Every weighing or measuring device used for commercial purposes must be registered with the State Superintendent (N.J.S.A. 51:1-54.2(a)), and the scales covered here are commercial scales, so the registration applies to any business using one, whatever its industry. The fee for a scale of 1,000 lb capacity or less is $25.00 per scale, but not more than $200.00 per commercial location, as printed in N.J.A.C. 13:47F-1.7(a)(1)(i) in the State's courtesy copy of the chapter dated June 20, 2011. The statute caps the fee for scales under 1,000 lb at $25 per scale (N.J.S.A. 51:1-54.3(b)). The fee is paid to the State Superintendent (N.J.S.A. 51:1-54.2(b)), not to the county. The county's role is inspection: the Hudson County Office of Consumer Affairs, Weights and Measures Unit, conducts unannounced inspections of commercial devices. Under N.J.A.C. 13:47F-1.5(a), a county department that inspects and tests devices within its jurisdiction is eligible to receive 70 percent of the fees collected for those devices. Whether county inspection reaches a given municipality depends on whether that municipality has appointed its own municipal superintendent (N.J.S.A. 51:1-68).

Commercial Weighing and Measuring Device Registration (State Registration, County Inspection)Middlesex County

N.J.A.C. 13:47F-1.3(a) states that no person shall operate or use a weight and measure for commercial purposes within the State of New Jersey unless it is registered with the State Superintendent, so this is a State registration with a State fee rather than a county license. The certificate expires one year from issuance (13:47F-1.3(c)). The fee figures are those printed in N.J.A.C. 13:47F-1.7 in the Division of Consumer Affairs courtesy copy of the chapter. The county's role is inspection: the county Office of Inspections page states that the Division of Weights and Measures tests and inspects commercial scales, gas pumps, home heating oil truck meters and other weighing or measuring devices, that about 2,900 businesses in the county have a device that must be inspected and certified each year, and that fuel quality is checked at gasoline stations. Under N.J.A.C. 13:47F-1.5, a county department that inspects and tests devices is eligible to receive 70 percent of the fees collected for those devices. The record applies to a retail business that sells commodities by weight or measure.

Commercial Weighing and Measuring Device Registration (State Registration, County Inspection)Somerset County

N.J.A.C. 13:47F-1.3(a) states that no person shall operate or use a weight and measure for commercial purposes in New Jersey unless it is registered with the State Superintendent, so this is a State registration with a State fee, not a county license. The certificate expires one year from issuance (13:47F-1.3(c)). The fee figures are those printed in N.J.A.C. 13:47F-1.7, a State regulation readopted effective September 23, 2024 with a new expiration date of September 23, 2031. The county's role is inspection: the Somerset County Weights and Measures page describes the office as 'a state mandated office' that inspects all commercial weighing and measuring devices and performs random commodity audits for items sold by weight or measure. Under N.J.A.C. 13:47F-1.5, a county weights and measures department that inspects and tests devices is eligible to receive 70 percent of the fees collected for them. The record applies to a shop selling goods by weight, and to an auto repair business only where it sells fuel. Contact the county office at 908-231-7125.
