About each permit
Retail Tobacco and ENDS License (establishments outside city limits)
The County Clerk's Tobacco License page states: "The Sarpy County Clerk's Office issues tobacco licenses to establishments that are outside the limits of any city within Sarpy County." Under Neb. Rev. Stat. 28-1421 a license to sell cigarettes, cigars, tobacco or electronic nicotine delivery systems at retail is issued by the county clerk for such locations. The fee is set by state statute: 28-1423 fixes it at $10 for locations outside the limits of cities, towns and villages, and the county's page states "If the application for license is made after July 1 of any calendar year the fee shall be $5.00." The page asks applicants to print and submit the application by mail or in person with the $10 fee (money order or business check), and states that once processed the license is provided by e-mail for display. The license runs from filing to and including December 31 of the year, so it is renewed each calendar year. A store inside one of the cities applies to that city under the same statute. Swimming Pool and Bather Preparation Facility Operating Permit (Sarpy County)
Resolution 2026-202 of the Sarpy County Board (approved July 14, 2026; "This Resolution shall take effect and be in force July 18, 2026") adopts Minimum Sanitary and Safety Requirements for Swimming Pools under Neb. Rev. Stat. 81-15,265(2) and states that "each operating swimming pool and bather preparation facility shall be required to hold and maintain a valid operating permit." Under §2 the Sarpy County Clerk accepts the permit applications and serves as "the central filing agent for all municipal and non-municipal swimming pools located in Sarpy County"; "Each separate circulation system shall require its own separate permit." Inspections of new and currently operating pools (annual) and emergency inspections are delegated to the Sarpy/Cass Health Department (§§3-6). The Health Department's pool page states: "As of July 18, 2026, the administration and enforcement of swimming pool and bather preparation facility permits and inspections within Sarpy County have transitioned to local county authority under Sarpy County Resolution 2026-202." The requirements define a Class B pool to include one at "a child care facility", a Class C pool as "A spa, hot tub, whirlpool, cold plunge, etc.", and a Class F pool as "A swimming pool at a health club, fitness center, or community fitness center"; under 81-15,264(4) a pool at a private residence intended only for the owner and guests is not a swimming pool, so a studio or centre without a pool or spa has no pool permit. Under §7, failure to comply or to maintain an operating permit results in closure. Under 81-15,268(5) the operator of any swimming pool maintains a certificate of competency for swimming pools. Peddler, Hawker and Solicitor Registration (Sarpy County Ordinance 2-2-01)
Section 3 of Sarpy County Ordinance 2-2-01 makes it unlawful "to engage in peddling, hawking, or soliciting for commercial purposes without first registering as a peddler, hawker, or solicitor with County." A peddler is defined as a person selling personal property by going from place to place or house to house and carrying it for delivery at the time of sale, and "any person transacting a temporary business within the county at an established business"; a solicitor takes orders for future delivery. Under §5 applications are filed with the Sarpy County Clerk's Office, registration is "valid for a period of up to one year, running from January 1 to December 31", the ordinance states "There shall be no fee required for such application for registration", and each company selling this way has each employee register individually. Registrants carry the registration and government photo identification (§3). Door-to-door sales hours are 9:00 a.m. to sunset and not beyond 8:00 p.m. except by appointment or invitation (§7); the penalty is $100 per offence (§8). Under §10 the ordinance is not effective within the corporate boundaries of Bellevue, LaVista, Springfield, Gretna and Papillion, or where those cities exercise similar powers outside their boundaries, and "The County Clerk shall maintain and issue maps outlining the effective area of this ordinance."
