About each permit

Conditional Use Permit / Board of Adjustments Application

The Code's own zoning fee figures are stale and are not used here. City Code 18-1103, adopted by Ordinance 4252 in 2008, still prints a conventional rezoning at $150.00, a conditional use permit at $163.00, major subdivisions at $650.00, a zoning variance at $80.00 and vacations at $190.00 — every one of them displaced by the current resolution-set schedule recorded above. The current resolution-set figures are the ones shown here. One conditional use provision reaches the industries covered here directly: a child care centre requires a conditional use permit, and 18-0208(3)(B) conditions it on the applicant submitting 'evidence of application to the North Dakota Department of Human Services for license to operate a child care center as required by North Dakota Century Code Section 50-11.1' — so the city approval and the state license are sequenced rather than independent.

Veterinary Practice — State Practitioner License (Grand Forks)

The City's Doing Business in Grand Forks page lists no veterinary license, so there is no local license fee. A veterinary practice appears in the Grand Forks code only as a zoning use: 18-0204 defines 'Small animal clinic,' which 18-0215 allows in the B-1 and B-2 districts. The state statute, N.D.C.C. § 43-29-06, states that 'An individual must have a license or temporary license issued by the board to practice veterinary medicine,' and chapter 43-29 sets out no license for the premises. One adjacent activity is treated differently: animal daycare and boarding are separate zoning uses allowed in B-3 and I-1, and the City's own page says only that 'Anyone wishing to operate an Animal Daycare or Boarding Business in Grand Forks should contact the Planning Department at (701) 746-2661.' No license fee for such a business is published: the City's own Doing Business in Grand Forks page lists every business license type it issues by name, more than thirty of them, from Airport Limousine to Towing, and 'Animal Daycare,' 'Boarding' and 'Kennel' appear in none of them. Combined with the complete 2026 fee list carrying only individual pet licenses (a $20.00 unaltered or $5.00 altered dog or cat tag) and no commercial boarding line, the City's published sources treat animal daycare or boarding as a zoning approval only, with no separate operating fee. A veterinary clinic that boards animals should still confirm its zoning district with Planning, but should not expect a license fee to follow from doing so.
