Business licenses and permits in Fargo, North Dakota
The City's own Business & Occupational Licensing page states that Fargo does not require business licenses for every type of commerce: the City licenses a closed list of trades and activities rather than commerce generally, so eight of the ten industries covered here need no city license at all. Food is the exception and it is genuinely local — North Dakota HHS delegates food licensing and inspection to Fargo Cass Public Health under a Memorandum of Understanding covering the City of Fargo and the City of West Fargo, and the state's own mobile-food guidance records that Fargo is one of only three North Dakota jurisdictions outside the statewide reciprocity arrangement. The food license fee is a genuine, disclosed gap: Fargo Municipal Code 13-0302 sets it 'by resolution of the board of city commissioners' and no current resolution or schedule is published, so the requirement is recorded without a price. What is fully confirmed from the City's own current documents: a commercial building permit on a seven-bracket valuation table effective January 1, 2026 ($55.00 up to $1,000 of valuation, rising to $5,316.75 plus $4.64 per $1,000 above $1,000,000) with plan review at twenty percent of the permit fee and a $50.00 minimum; a permanent sign permit at $50.00 or $0.50 per square foot of face area, whichever is greater; a flat $70.00 annual fire operational permit for forty-one of the Fire Department's forty-four permit types, $140.00 for hazardous materials; a $185.00 conditional use permit and a $185.00 Board of Adjustment variance; and a $60.00 zoning confirmation letter. Fargo repealed its own childcare permit in 2020 and now runs only an inspection, priced at $50.00 initially with $30.00 re-inspections, though the schedule sits on Inspections letterhead while Inspections says the Fire Department now performs the work. The City's own list of license categories names none for fitness studios, auto repair, veterinary practice or salons; general contractors are licensed by the North Dakota Secretary of State above a $4,000 job threshold rather than by the City, which licenses only specific trades.

What do these permits involve in Fargo?
General Business License — City of Fargo position
No fee applies. The City's Business & Occupational Licensing page states the position in its own words: 'The City does not require business licenses for every type of commerce; however, the Fargo Municipal Code does require a City license for the businesses listed below.' The list that follows is closed and trade-specific — excavator ($250.00 per year with a $100,000 bond), sidewalk builder ($125.00 with a $25,000 bond), house mover ($125.00), re-roofing ($125.00), sign hanger ($125.00), journeyman heating ($100.00 for three years), master heating ($125.00), master plumber ($125.00), commercial hauler ($1,000.00), pawnbroker ($250.00 with a $5,000 bond and a $250.00 first-time investigation fee), second-hand dealer ($250.00 with a $5,000 bond) and a handful of others. A restaurant, coffee shop, retail store, fitness studio, childcare centre, auto repair shop, veterinary practice or salon needs no general City license to open — the obligations that do reach them are the food license, building and sign permits, fire operational permits and zoning approvals recorded as separate requirements. Bismarck and Grand Forks follow the same structure, and each states it on its own licensing page.
Certificate of Occupancy — 2026 Commercial Fee Schedule Position (Fargo)
No fee applies separately: the City's Commercial Building Permit and Plan Review Fees schedule effective January 1, 2026 runs from the valuation table through demolition, house moving, board of appeals, plan review and 'Other Inspections and Fees' and lists no certificate-of-occupancy line. The certificate itself is a real close-out step required by the adopted International Building Code before a new or changed-use space may be occupied; the schedule's silence points to it being covered by the building permit fee rather than charged separately, but no provision says so expressly, so no fee figure is stated here. A business owner should confirm with the Inspections Department at the point of final inspection.
Annual Fire Operational Permit
Forty-one of the forty-four annual operational permits on the Fire Department's own published schedule are priced at a flat $70.00, which is why this record carries that figure rather than a range. Which permit a business needs depends on what it does: §105.5.41 places of assembly reaches a restaurant or fitness studio above the occupancy threshold, §105.5.47 repair garages reaches an auto repair shop, §105.5.25 hot work and §105.5.49 spraying or dipping reach body shops and similar operations. Three permits cost more: hazardous materials (§105.5.22) and HPM facilities (§105.5.23) are $140.00 each, and pyrotechnic special effects are $140.00 plus $100.00 per hour with a two-hour minimum. Construction permits are separate and formula-based — automatic fire-extinguishing systems, sprinkler systems and fire alarm and detection systems are each $100.00 plus 0.1 percent of the total fire flow calculation area, while flammable and combustible liquids and LP-gas permits are $100.00 plus a tank fee running from $160.00 for a tank up to 1,000 gallons to $650.00 above 20,001 gallons, with each dispenser with a sump at $220.00. Inspections outside normal business hours carry a two-hour minimum at $100.00 per hour, and fees double for work started without a permit. The Fire Department's current fire-permits-codes page lists no separate periodic commercial fire inspection fee distinct from the operational permits above — inspection is bundled into whichever operational permit type the occupancy requires, rather than charged as its own recurring line.
Commercial Building Permit
Read directly from the City's own current PDF schedule. Related charges on the same document: a demolition permit at $100.00, or $50.00 for buildings under 400 square feet and buildings without utility services; a house moving permit at $300.00, again $50.00 for buildings under 400 square feet, and $150.00 for moves within the extraterritorial area; and a $150.00 Board of Appeals filing fee. Hourly charges of $75.00 apply to inspections outside normal hours (two-hour minimum), re-inspections, unspecified inspections (half-hour minimum) and additional plan review caused by changes or revisions, with outside consultants billed at actual cost. Starting work without a permit is expensive and scaled: for valuations up to $50,000 the permit fee is doubled, with a $200.00 minimum for a second offence within 180 days and $100.00 for each additional subsequent violation; from $50,001 to $500,000 the penalty is fifty percent of the permit fee with a $980.00 minimum; above $500,000 it is twenty-five percent with a $2,500.00 minimum. Electrical permits are not issued by the City — North Dakota's State Electrical Board licenses and permits that work.
Conditional Use Permit / Board of Adjustment Variance
Read from the Planning Department's own current land use and zoning applications page. The conditional use permit is the application most likely to reach the ten industries covered here — a childcare centre, drive-through restaurant, auto repair use or similar in a district where the use is conditional rather than permitted outright. Worth noting for cost planning: Fargo charges nothing at all for appeals, whether of an administrative decision, a Planning Commission decision or a Board of Adjustment decision, and nothing for annexation or a certificate of appropriateness. The $60.00 zoning confirmation letter is the cheapest way for a prospective tenant to establish in writing that an intended use is allowed at an address before signing a lease.
