Nor is a business certificate a license or permit to conduct business in the City of Springfield.' The form sets a $50.00 filing fee and a $20.00 certified copy, and states that under Chapter 110, section 5, business certificates 'shall be in effect for four (4) years from the date of issuance and may be renewed each four (4) years thereafter.'
