About each permit

County Business Privilege License — Beauty Parlor (Sec. 61)

A beauty parlor or hair salon in Elmore County owes this license: $15.00 for the shop owner plus $6.00 for each additional operator, both combined state and county amounts, plus a $1 state issuance fee. The $6.00 additional-operator rate applies in places under 60,000 population, which covers all of Elmore County. Per the ALDOR Handbook, the license applies even when the shop is operated from a home, and anyone giving perms, manicures or facials needs this Sec. 61 license rather than the barber license. It is issued by the Elmore County Revenue Commissioner's License Division in Wetumpka. The statewide Alabama Board of Cosmetology and Barbering professional licenses are separate, and any municipal business license stacks on this one.

County Business Privilege License — Automobile Garage or Shop (Sec. 54)

An automobile garage or repair shop in Elmore County owes this license at $7.50 for the first workman, with the owner counting as one, and $7.50 for each additional workman, counted at the maximum headcount during the license year. Both are combined state and county amounts, plus a $1 state issuance fee. Per the ALDOR Handbook, the license applies at every location, including service stations and home shops, and it is not required for a mobile mechanic who works only from a truck at customer sites. It is issued by the Elmore County Revenue Commissioner's License Division in Wetumpka, and any municipal business license stacks on it.

County Business Privilege License — Barbershop (Sec. 58)

A barbershop in Elmore County owes this license at $3.75 for the first chair and $3.75 for each additional chair, combined state and county amounts, plus a $1 state issuance fee. Per the ALDOR Handbook, it is for haircut-only shops: anyone giving perms, manicures or facials needs the Sec. 61 beauty parlor license recorded separately for Elmore County. The license is issued by the Elmore County Revenue Commissioner's License Division in Wetumpka. No local Elmore County barber commission appears in the Legislature's Local Laws index for the county, so barbers are regulated by the statewide Alabama Board of Cosmetology and Barbering, and any municipal business license stacks on this one.

Veterinary Surgery Privilege License (Sec. 178) — State Amount Only

A veterinarian practising in Elmore County pays this Sec. 178 license at $5.00 plus a $1 state issuance fee, $6.00 in total. Under the statute, no license is paid to the county, so the $5.00 is a state-only amount and there is no county share. The ALDOR Handbook states that the license is not due until the veterinarian has practised for two years. The license is collected through the Elmore County Revenue Commissioner's License Division in Wetumpka. It is separate from the veterinarian's license from the Alabama State Board of Veterinary Medical Examiners, and any municipal business license stacks on it.

County Business Privilege License — Restaurant, Cafe, Cafeteria (Sec. 151)

A restaurant, cafe or cafeteria in Elmore County owes this license per location, issued by the Revenue Commissioner's License Division in Wetumpka. The amounts below are the combined state and county license amount, before the $1 state issuance fee. Unincorporated areas and places of 5,000 or under: $7.50 for 10 seats or fewer, $11.25 for 11-20, $15.00 for 21-35, $22.50 for over 35. Places of 5,001-14,999: $7.50, $15.00, $22.50, $37.50. Places of 15,000-40,000: $11.25, $18.75, $37.50, $52.50. Places over 40,000: $15.00, $22.50, $45.00, $75.00. The tier follows the nearest incorporated city's population. The ALDOR Handbook requires a Health Department certificate before the license is issued, counts only inside seats as of October 1, and treats fast food as a restaurant. The license stacks with any municipal business license.

County Business Privilege License — Sandwich Shop, Barbecue Stand or Delicatessen (Sec. 153 / Sec. 91)

A food business with a limited menu may fall under a lower-priced classification than the restaurant license. Under the ALDOR Handbook interpretations, the Sec. 153 sandwich shop and barbecue stand license ($7.50 combined state and county amount) covers sandwiches and prepackaged sides only. A business that sells prepared sides with no seating is a delicatessen under Sec. 91 ($15.00), and one with seating is a restaurant under Sec. 151, recorded separately for Elmore County. Each figure is the combined state and county license amount from the Alabama Department of Revenue's FY2026 Elmore County report and the Handbook, plus a $1 state issuance fee, and the license is issued by the Elmore County Revenue Commissioner's License Division in Wetumpka. The license stacks with any municipal business license.

County Business Privilege License — Construction Company or Contractor (Sec. 84)

A construction company or contractor working in Elmore County owes this license, tiered by the gross amount of contracts accepted, counting materials, labor and subcontractors. Combined state and county amounts: $5,000-$10,000 is $15.00; $10,001-$20,000 is $22.50; $20,001-$50,000 is $37.50; $50,001-$100,000 is $75.00; $100,001-$150,000 is $225.00; $150,001-$200,000 is $300.00; over $200,000 is $375.00. Each carries a $1 state issuance fee. Per the ALDOR Handbook, the license is due when the contract is signed, and HVAC contractors must show their Alabama Board of Heating, Air Conditioning and Refrigeration card. It is issued by the Elmore County Revenue Commissioner's License Division in Wetumpka. The Alabama Legislature's index of local laws for Elmore County lists no local act on contractors or contractor licensing, and the ALDOR Handbook tells business owners to check with the municipality where the business is located to determine whether a municipal business license is also required.

Store License (Sec. 315) — State Amount Only for a Single Store

A retail store in Elmore County pays the Sec. 315 store license: $1.00 for one store plus a $1 state issuance fee. The statute makes it a state-only amount, since no license fee is due or payable for the use of any county, so there is no county share. A chain pays more for each additional store: $15.00 each for stores 2-5, $22.50 each for 6-10, $37.50 each for 11-20, and $112.50 each over 20. The license is collected through the Elmore County Revenue Commissioner's License Division in Wetumpka, and any municipal business license stacks on it.
