How much does it actually cost to permit a fitness studio in Travis County?

There is no single figure, and any site quoting one is rounding away the part that matters. Of the 15 records listed for a fitness studio in Travis County, TX, 4 apply to every business of this type and 11 are conditional. Adding every fee on the page together would overstate what most operators pay, because it would include permits they never need.

Of the 4 that always apply, 2 carry a flat fee, coming to $100.00. That is a floor, not a total. 9 of the 15 are charged as a range or a formula set by the issuing agency, and 2 have no fee published at all. The ones particular to this business that vary:

Pool / Spa Operating Permit (Ch. 247): $95.00 annual pool/spa operating permit plus a separate $50.00 plan review fee for a new or altered pool or spa, unincorporated Travis County (effective October 1, 2025).

Special Event / Mass Gathering Permit: Set through TCFMO's event-permit process based on event size, duration and required staffing; contact the Travis County Fire Marshal's Office, or see the event-permit page, to confirm the current amount for a specific event.

The other 7 variable fees belong to permits that apply to every type of business here; their formulas are set out on the Travis County permits page and the TX state page.

Which offices issue these permits in Travis County?

Permits for a fitness studio in Travis County, TX come from 6 separate offices: Travis County Clerk, Recording Division, Austin Public Health, Environmental Health Services Division — administering Travis County's Chapter 247 program under an interlocal cooperation agreement, Travis County Fire Marshal's Office, Travis County Transportation & Natural Resources (TNR), Development Services, Permitting Center, Texas Secretary of State, Texas Comptroller of Public Accounts. No single office issues them all, which is why an opening means filing in several places rather than one.

What does a fitness studio need in Travis County that other businesses do not?

3 of the 4 permits particular to a fitness studio here apply to no other business type we cover in Travis County: Pool / Spa Operating Permit (Ch. 247), Fitness Studio / Gym License — Travis County Position and Health Spa Certificate of Registration.

Pool / Spa Operating Permit (Ch. 247)

A fitness studio or gym with a pool, spa or hot tub in unincorporated Travis County needs this Austin Public Health permit: $95.00 a year plus a separate $50.00 plan review fee for a new or altered facility, both materially cheaper than the City-of-Austin/Inter-Local pool tiers of $185-$312. A studio without a pool, spa or hot tub needs no permit under this program. As with every other Chapter 247 category, this is a distinct fee track from Austin's own city program and applies only in the unincorporated area; a facility inside Austin city limits uses the city program instead.

Special Event / Mass Gathering Permit

A business hosting a qualifying special event or mass gathering — above the occupancy or attendance thresholds TCFMO sets — in unincorporated Travis County needs this permit, which comes with a crowd-manager staffing ratio of 1 crowd manager per 250 attendees above a 1,000-attendee threshold. This reaches routine restaurant, food-truck, retail, or fitness-studio operations only in the uncommon case where the business itself is hosting a qualifying large event on its unincorporated-county site, not ordinary day-to-day operation. Inside Austin or another incorporated city, that city's own special-event process applies instead.

Fitness Studio / Gym License — Travis County Position

No fee applies at the county level. The Travis County Code index page lists no fitness-studio- or gym-specific license or permit chapter. Only the generic unincorporated-area Building Permit, and the Chapter 247 pool/spa permit recorded separately if the studio has a pool, spa or hot tub, would apply if the studio is sited in unincorporated Travis County; a studio inside Austin or another incorporated city falls under that city's own requirements instead.

Health Spa Certificate of Registration

Texas law is direct about this: a person may not operate a health spa, or sell a health spa membership, without a certificate of registration. A health spa is defined as a business selling memberships that provide instruction in, or use of facilities for, a physical exercise programme — so an ordinary gym or studio selling memberships is inside the definition. Each location needs its own certificate and the fee is $100, original or renewal, effective for one year. The fee is rarely the real cost. Security must be provided for each location, and the amount is set by the total amount paid for PREPAID memberships at that location, not by how many members you have: $20,000 of security up to $20,000 of prepaid memberships, then $25,000, $30,000, $35,000, $40,000 and $45,000 in steps, reaching $50,000 once prepaid memberships pass $45,000. Two exemptions matter and are worth checking before you post a bond. A facility that does not require memberships longer than 31 days, does not charge an initiation fee and does not take recurring debits can be exempt. So can an established operator with more than $50,000 in assets per location, at least five years of stable ownership and no closure-related complaints, applying on Form 3006. Separately exempt from registration altogether: tax-exempt organisations, member-owned private clubs, businesses teaching only dance or aerobics, those providing only physical rehabilitation, entities operating under a state license, and school activities under the Education Code.

The other 8 local permits in the tables apply to every type of business in Travis County, TX; what each one involves is set out on the Travis County permits page. The 3 state-level registrations apply to every type of business across TX and are covered on the TX state page.
