What does a contractor or trade need in Charleston County that other businesses do not?
3 of the 3 permits particular to a contractor or trade here apply to no other business type we cover in Charleston County: Charleston County Contractor License / Registration and Vehicle Decals, General or Mechanical Contractor License and Residential Builder License.
Charleston County Contractor License / Registration and Vehicle Decals
Building Inspection Services issues county contractor licenses and registrations on top of the South Carolina contractor license. Its FAQ states: "Those who are licensed or registered by the State of South Carolina as a contactor [sic] are eligible to request County contractor licensure," and that the applicant mails a copy of the current South Carolina state license and the application or renewal form with the fee; renewals can also be made through the county's CSS Portal. The Charleston County Contractor License Application asks for a copy of the current state license and a valid photo ID, lists ten license types (Residential Home Builder, General Contractor, Electrical, Gas (LP Only), Mechanical, Plumbing, Manufactured Housing, Fire Alarm, Burglar Alarm, Fire Suppression) with the instruction "Choose one box only per application", and shows a $50.00 license fee per type plus a $50.00 application fee. Ordinance 2386 (adopted April 28, 2026) sets those amounts in County Code §2-137: application fee $50.00, license/registration fee $50.00, annual renewal $50.00, journeyman annual renewal $25.00, and $25.00 to change a license or registration classification other than at renewal. Contractor vehicles display county decals; the FAQ says decals "identify which contractors are properly licensed or registered by Charleston County". Ord. 2386 sets the vehicle decal fee at $6.00 per set and the decal renewal fee at $3.00 per set, and the application form charges "Full Set at $6.00 each". The FAQ states that a contractor's license "is valid for one year beginning February 1 or September 1 depending on the type of licnese [sic] and as long as your State required license remains in effect"; the Contractor Licensing Technician ((843) 202-6931) confirms the start date for a given type. The FAQ also says a general contractor cannot perform electrical, plumbing or mechanical work, which each have their own qualification requirements. A contractor working in the unincorporated county also pays the county business license tax in subclass 8.1.
General or Mechanical Contractor License
The threshold doubled to $10,000 in May 2023, for general and mechanical contracting alike, so anything published before then understates it at $5,000. Three hundred and fifty dollars to license and $135 to renew every two years, with late penalties climbing from $100 to $200 as the delay passes thirty and sixty days. The fee is not the constraint — your financial position is, because the license is issued in one of five groups that cap what you may bid. Group one is limited to $100,000 a job and needs $20,000 of net worth or $10,000 of working capital; group two $400,000; group three a million; group four three million; group five is unlimited and needs $350,000 of net worth or $250,000 of working capital plus an audited balance sheet on first application. Groups one and two accept an owner-prepared statement with an affidavit, three and four need a compiled statement from an accountant. A surety bond may be posted instead of financial statements. Mechanical contractors run on a separate and much lower group table, starting at $35,000 a job. Residential work belongs to the other board entirely.
Residential Builder License
Residential work sits with a different board and a much lower trigger — $5,000 for a residential builder, covering buildings up to three floors with no more than sixteen units in a single apartment block. A specialty trade has a lower trigger still, at $500, and which credential you get depends on the trade rather than the money: plumbers, electricians and heating and air installers must pass an examination and receive a license at $135 plus $220, while siding installers, masons, drywall installers, carpenters, stucco installers, painters, paperhangers and solar panel installers merely register at $100 with no examination. Renewing late costs $50 for a license or $20 for a registration; reinstatement within three years is $260 or $90. The commercial consequence of getting this wrong is severe and often overlooked: an unlicensed or unregistered residential contractor may not file a mechanics' lien and may not bring any action to enforce its own contract, so an unpaid job simply cannot be sued for.
The other 3 local permits in the tables apply to every type of business in Charleston County, SC; what each one involves is set out on the Charleston County permits page. The 4 state-level registrations apply to every type of business across SC and are covered on the SC state page.
