What does a contractor or trade need in Lucas County Oh that other businesses do not?
4 of the 5 permits particular to a contractor or trade here apply to no other business type we cover in Lucas County Oh: Sewage Installer, Service Provider and Septage Hauler Registration, Contractor Registration (Specialty Trades, Building Regulations), Sewer Tapper's License and Commercial Trade Contractor License.
Sewage Installer, Service Provider and Septage Hauler Registration
A contractor installing sewage treatment systems, servicing them, or hauling septage in Lucas County registers with the Toledo-Lucas County Health Department before doing that work. The requirement is a state one administered locally: ORC 3718.02(A)(8) directs the director of health's rules to 'Require a board of health to register installers, service providers, and septage haulers that perform work within the health district; prescribe criteria and procedures for the registration; and prescribe criteria for a demonstration of competency as a part of the registration.' The three registrations are priced identically at $280.00 on the department's 2026 Program Fees schedule headed 'Effective: January 1, 2026', so a firm that installs, services and hauls pays for each category it operates in rather than one combined amount. A septage hauler also pays $150.00 for each vehicle permit, which is charged per vehicle rather than per firm, and a compliance or re-inspection is $100.00. This registration is separate from, and does not substitute for, the Lucas County Building Regulations contractor registration or the Sanitary Engineer's Sewer Tapper's License recorded separately for Lucas County — a septic contractor connecting a building to a county sanitary sewer needs the sewer tapper license as well.
Contractor Registration (Specialty Trades, Building Regulations)
This is the registration a trade contractor needs with Lucas County Building Regulations in order to work in and pull permits within the department's jurisdiction, and it is one of two separate $100.00 county registrations — the Sanitary Engineer's Sewer Tapper's License, recorded separately for Lucas County, is a different license from a different department with its own bond requirement. The county code's registration is of SPECIALTY contractors: §117 is headed 'REGISTRATION OF SPECIALTY CONTRACTORS' and §117.10 defines the classes as Electrical Contractor (General and Residential), Heating, Ventilation and Air Conditioning Contractor, Hydronics Contractor, Master Plumber and Refrigeration Contractor — the same five trades ORC 4740.01 licenses at state level. §117.12 requires applicants to be licensed by the state examining board for each specialty trade applied for and to present evidence of current and valid state licensing, so the county registration sits on top of a state credential rather than replacing it. The department's current form also carries a General Contractor tick-box alongside the trade classes, and §117.2 contemplates an unregistered general contractor bidding trade work so long as that work is performed by or under the supervision of a registered contractor. The renewal ladder in §117.14 is the detail that costs money: the certificate expires on December 31 of the year issued; renewing within 90 days after that date costs twice the annual renewal fee; and after 90 days the holder is treated as a new applicant, which means re-examination and an original registration fee. Other §117 mechanics worth planning around: a registration is not assignable or transferable, a shop must employ a responsible person who holds the state specialty license and who cannot operate out of more than one shop, the shop's registration becomes void ten days after that person's employment ends unless another is designated, the certificate must be displayed conspicuously at the principal place of business, and new applications must be notarised.
Sewer Tapper's License
This is the second of Lucas County's two separate $100.00 contractor registrations and it is not the building department's: it is granted by the Board of County Commissioners on the Sanitary Engineer's recommendation, and it is what allows a contractor to connect a building to the county's sanitary sewer at all. §3 of the Sanitary Engineer's Building Sewers and Connections Rules and Regulations provides that 'Only persons of proven ability and 5 years of documented experience, and approved by the Board of County Commissioners and the Lucas County Sanitary Engineer, who have been granted a Sewer Tapper's License shall be permitted to construct and/or repair building sewers in the County.' §4 sets the money and the term in one sentence: the license 'shall expire on the 31st day of December of the year of its issuance, and shall be subject to an annual charge of $100.00 for such issuance', may be revoked at any time by the Board of County Commissioners on the Sanitary Engineer's recommendation, and each contractor 'shall provide a $50,000 bond to ensure proper performance of work.' The bond, not the fee, is the real barrier to entry. The department publishes an annual submittal set to be filed in order — letter, department regulations, license, questionnaire and bond — along with a current list of licensed sewer tappers, which is where a restaurant, salon or clinic connecting new premises should look for a contractor. A separate permit must be obtained from the Sanitary Engineer's office for each tap or repair, valid thirty days from issuance, and is not transferable; the charge for it is set case by case by the Sanitary Engineer under §7 rather than published as a rate. §13 requires 48 hours' notice before inspection and §18 a site-specific safety plan on file with the county.
Commercial Trade Contractor License
Ohio does not license general contractors. The state board covers five commercial trades only — electrical, HVAC, hydronics, plumbing and refrigeration — and everything else, including residential and general contracting, is regulated by the local building department, which may nonetheless insist on this state license for residential work. The license is a master license held by a person, not a company: it must be assigned to one contracting company, cannot be used under a trading name, and requires $500,000 of liability cover plus five years' trade experience and a passing exam. Fees are per trade, so a contractor holding two pays twice. Continuing education is eight hours a year, or twenty-four across a three-year cycle, and half the electrical hours must be code courses. Let it lapse more than a year and you reapply and retest.
