Business licenses and permits in Canyon County, Idaho

Canyon County, Idaho, seat Caldwell; population 266,892 (U.S. Census Bureau 2024 estimate). The Board of County Commissioners, through the Clerk/Recorder, issues county alcoholic beverage licenses under County Code Chapter 5, Article 1; under Idaho Code 23-1016(1) a city may not issue a beer license to a retailer until the retailer holds the county license, so the county license applies inside city limits too, and the county's liquor-by-the-drink fee is 25% of the state fee under Idaho Code 23-916. The Clerk also issues alcoholic beverage catering permits for events in the unincorporated county. The Development Services Department issues building permits, certificates of zoning compliance, Director's Decisions, conditional use permits and floodplain development permits; its Planning & Zoning page states that the Planning & Zoning Commission acts "within the unincorporated area of the county". Southwest District Health licenses food establishments, mobile and temporary food service, public pools and septic systems for Canyon County and five neighbouring counties. The Clerk's liquor license application names Notus, Greenleaf, Melba, Parma, Wilder, Nampa, Caldwell and Middleton as examples in its city population tiers; the Clerk's Catering Permit page states that for an event within city limits "you will need to contact that city", and each city's own license, building and zoning rules for businesses inside its limits stack on the county and state records. On general business licensing, the Clerk's Catering Permit page states: "If you are inquiring about Business Licenses, please contact the Idaho Secretary of State at 208-334-2301."

What do these permits involve in Canyon County?

Building Permit (unincorporated Canyon County)

The county's Building page quotes County Code 06-01-09(1): "it shall be unlawful for any person to erect, construct, enlarge, alter, repair, improve, move, remove, convert or demolish any building or structure unless a separate permit for each building or structure has first been obtained from the County Development Service Department." The fees are those of Exhibit A to Resolution No. 25-046, the Building Permit Fee Schedule that the Building page links as its Building Permit Fee & Value Table. The permit fee comes from the Table 1-A valuation schedule; under Exhibit A (1)(B) "Local governments, public, commercial, nonexempt agricultural buildings may have valuations set at the accepted bid amount", and under (1)(C) a permit issued after construction has begun costs double. Exhibit A (3) sets the plan review fee, paid when the permit is issued, at 65% of the Table 1-A permit fee for all occupancies other than one- and two-family dwellings (16% for those dwellings), and an application with no permit issued within 180 days expires with the plan review fee still charged. Table 1-B lists $75.00 each for inspections outside normal business hours, re-inspections (second re-inspection for the same item), inspections not covered by an active permit and investigation inspections, $75.00 for a demolition permit and $150.00 to appeal a Building Official decision. The Building page states that building permit fees average 2% of total market value, that building permit fees are due when the permit is picked up, and that cards carry a convenience fee of about 3%. It also states that, except for built-in solid-fuel appliances such as wood and pellet stoves, mechanical, electrical and plumbing permits and inspections are handled by the State of Idaho Division of Occupational and Professional Licenses. Inspections are booked only through the inspection line, 208-454-7460 (7 a.m. to 4 p.m.). Certificate of Zoning Compliance (unincorporated Canyon County)

County Code 07-12-01(1) states: "A certificate of zoning compliance is required for all structures requiring a building permit, and for agricultural structures exempt from the requirement to obtain a building permit", and the application is to be accompanied by a filing fee as set by the adopted fee schedule. A business building or altering a structure in unincorporated Canyon County that needs a county building permit therefore also needs this certificate. The Development Services Department fee schedule of Resolution No. 25-011 lists "Certificate of Zoning Compliance $100" under General Services, Applications, and Permits. The amount is from the Development Services Department fee schedule of Resolution No. 25-011, which the county's Planning & Zoning page links as its current fee schedule; that schedule's Note 1 states that fees are additive. Contact the Canyon County Development Services Department, 111 N. 11th Ave., Room 310, Caldwell, ID 83605 (Planning and Engineering 208-402-4164, ZoningInfo@canyoncounty.id.gov; Building 208-402-4163, BuildingInfo@canyoncounty.id.gov).

Conditional Use Permit (uses marked "C" in the land-use matrix)

The legend of the County Code 07-10-27 land-use matrix identifies the uses permitted through a conditional use permit (C) in each zone of unincorporated Canyon County; a business whose use is marked C in its zone applies for a conditional use permit through the Planning & Zoning public hearing process. The Planning & Zoning page lists the Conditional Use Permit among the applications approved through a public hearing, and states that under Idaho Code Title 67, Chapter 65 the Planning & Zoning Commission acts with the full authority of the Board of County Commissioners "within the unincorporated area of the county", apart from adopting ordinances and finally approving rezones and land subdivisions. Under Public Hearing Applications the Resolution No. 25-011 schedule lists "Conditional Use Permit (CUP)/Conditional Use Permit Modification $1200", and under Notification it lists $350 for one hearing, $600 for two hearings and $350 for each re-notification. The land-use matrix of County Code 07-10-27 marks each use per zone as allowed (A), a Director's decision (D), a conditional use (C) or not permitted (–).

Floodplain Development Permit (unincorporated Canyon County)

The county's Floodplain page states that Idaho Code 46-1020 through 46-1024 authorise local governments to adopt a floodplain map and floodplain management ordinance setting minimum development requirements in floodplains (citing CCZO 07-10-29), and that the flood hazard areas of Canyon County are subject to periodic inundation; under "How to Apply" it lists the Master Application and the Floodplain Development Permit Application. Development in a flood hazard area of unincorporated Canyon County is applied for on that form through the Development Services Department. The Resolution No. 25-011 schedule lists "Flood Plain Development Permit (engineering fees may also apply)" at $150, and under Engineering lists "Flood plain specialized engineering review (per hour)" at $175. The Floodplain page offers appointments with the department's floodplain staff on Mondays and Wednesdays.

Subsurface Sewage Disposal (Septic) Individual System Permit (Southwest District Health, Canyon County)

A business site in Canyon County that is not on a public sewer and needs a new, replacement, repaired or expanded septic system obtains an individual system permit from Southwest District Health, which lists Septic Licensing/Permitting and Septic & Land Development among its programmes. SWDH's Subsurface Sewage Disposal table sets the individual system permit at $1,075 (it was $950 before July 1, 2026) and the site evaluation charge at $700, which applies toward an individual system permit if the permit application is made within two years. The figures are from Southwest District Health's Environmental Health Services page, in the table headed "UPDATED FEES - effective July 1, 2026", which "Applies to all applications submitted on or after July 1, 2026". SWDH states on that page that its Environmental Health Services cover Canyon, Gem, Payette, Washington, Owyhee and Adams counties.
