What does a veterinary clinic need in Pinellas County that other businesses do not?
1 of the 3 permits particular to a veterinary clinic here applies to no other business type we cover in Pinellas County: Veterinary Premises Permit.
Small Quantity Generator (SQG) Notification and Verification Program
The County's SQG Program page states that all Florida counties are required by the legislature to establish a Small Quantity Generator notification and verification program under s. 403.7234, Fla. Stat., and that the Pinellas County program is managed by the Business Waste Assessments Section of the Solid Waste department. The page states that the program is required to identify and verify all businesses in Pinellas County that have the potential to generate hazardous waste, notify them of their legal responsibilities, and inspect at least 20% of identified businesses. The statute's own wording is that each county shall annually verify the management practices of at least 20 percent of its small quantity generators. The page sets the generator categories by monthly hazardous waste: Very Small Quantity Generator under 220 lb, Small Quantity Generator 220 to 2,200 lb, Large Quantity Generator over 2,200 lb. Auto-repair shops, veterinary practices, salons and retail stores that generate hazardous waste fall within the program.
Veterinary Premises Permit
$250 once, and then never again — the premises permit has no expiry date and no renewal fee, which makes Florida unusually cheap for a clinic compared with states that charge annually. It stays valid for the life of the clinic provided ownership and location do not change; either change means a fresh permit. The recurring cost is inspection rather than renewal: $60 for the periodic inspection, which happens at least every two years, and $60 again for any reinspection arising from deficiencies. The fee is waived entirely for premises owned by a business holding a current 501(c)(3) determination. House-call practitioners with no establishment for receiving patients are exempt, as are practitioners serving only agricultural animals. Do not confuse this with the Limited Service Veterinary Medical Practice Permit, which is charged per biennium.
