What does a contractor or trade need in Kern County that other businesses do not?

1 of the 2 permits particular to a contractor or trade here applies to no other business type we cover in Kern County: Contractor License.

Conditional Use Permit (Veterinary Hospital / Contractor's Storage Yard)

In Kern County's General Commercial (C-2) District, Kern County Code §19.32.020 permits veterinary care of household pets by right provided there are no outside kennels, and permits a restaurant, coffee shop, salon, fitness studio (health club), retail store, pet store, and auto-repair, auto-body or auto-service use by right with no Conditional Use Permit. Section 19.32.030 instead requires this Conditional Use Permit specifically for a veterinary use that includes a veterinary hospital or outside/boarding kennel, and separately for a contractor's storage yard, even when accessory and enclosed. The fee is $1,456.00 (code PIM-002) plus a $350.00 Electronic Permitting Maintenance fee on discretionary permits (code POG-003), per the Land Development Services Fee Schedule effective 1/1/2025, with an additional $192.00 County Counsel fee and/or Fire Department review fee on some project types per the same schedule. This permit applies only in unincorporated Kern County; each incorporated city runs its own conditional-use process for work inside its limits.

Contractor License

The fees are the small part. Every licensee must carry a $25,000 contractor's bond, raised from $15,000 by Senate Bill 607 with effect from 1 January 2023. Two more bonds can stack on top: a $25,000 Bond of Qualifying Individual where the license is qualified by a responsible managing employee, or by a responsible managing officer who does not own at least 10 per cent of the voting stock; and, for an LLC license, a further $100,000 surety bond for the benefit of employees for unpaid wages. An LLC contractor therefore carries $125,000 of bonding before it starts. Fingerprinting is paid separately to the Live Scan operator — $32 to the Department of Justice and $17 to the FBI, plus a rolling fee CSLB does not set. An inactive license needs no contractor's bond while it stays inactive.

The other 2 local permits in the tables apply to every type of business in Kern County, CA; what each one involves is set out on the Kern County permits page. The 7 state-level registrations apply to every type of business across CA and are covered on the CA state page.
