What does a salon or barber need in Jefferson County Al that other businesses do not?
2 of the 2 permits particular to a salon or barber here apply to no other business type we cover in Jefferson County Al: Jefferson County Barber Commission Barbershop License and Salon and Barber Shop License.
Jefferson County Barber Commission Barbershop License
Jefferson County has run its own barber-licensing body separately from the state since 1951, and it is still the operative authority today: Ala. Code §34-7B-13(7) exempts any county or municipal barber board or commission that already existed on August 1, 2013 from the 2013 statewide consolidation into the Alabama Board of Cosmetology and Barbering, unless that commission's governing body adopts a resolution to opt in — and the Jefferson County Barber Commission continues to publish its own laws, rules and fees as the licensing body. JCBC's own published Barbering Code of Law confines the license requirement to barbershops, barber colleges, barbers, apprentice barbers, barber teachers and scalp specialists, and expressly does not apply to the practice of 'beauty culture', so general hair, nail and esthetics salons remain under the state cosmetology board. JCBC's own current published fee page states a $75 original shop-license fee and a $20 annual individual renewal fee; the codified statute at Ala. Code §45-37-40.04, last amended in 2002, states different figures for those same two items — a $50 shop original fee and a $40 individual renewal — that do not match JCBC's current practice. The figures shown are JCBC's own current published figures, as what a barbershop is charged today, since that is the administering body's own live public statement of its fees; the shop's $2-per-chair annual renewal, its $35 individual original fee and its $250-a-year barber college fee are the same figures in both the statute and JCBC's own page.
Salon and Barber Shop License
Alabama merged its cosmetology and barbering boards, and the statutory definition of a shop covers both trades plus mobile salons — so a barber shop, a hair salon and a mobile unit all take the same license at the same price, and the rules provide only two business license types in total, shop and school. Two hundred dollars new, $150 to renew, with everything else priced modestly: relocation $50, a name or ownership change $25, and $25 for both together. Miss the 31 October postmark and the late charge is $54. The fee schedule here is unusually current, having been amended with effect from May 2026. Remember the second license: a salon also owes the beauty parlour privilege license at $16 for the owner plus $6 or $9 for each additional operator, or the barber shop version at $4.75 for the first chair plus $3.75 for each additional one, and the county issuing it is not required to check that the board license exists.
The other 2 local permits in the tables apply to every type of business in Jefferson County Al, AL; what each one involves is set out on the Jefferson County Al permits page. The 6 state-level registrations apply to every type of business across AL and are covered on the AL state page.
