About each permit

Commercial Building Permit, Plan Review and Certificate of Occupancy

Per the 2022 Fee Schedule of the Memphis and Shelby County Office of Construction Code Enforcement, which the office's Construction Enforcement page links as its 'Permit Fee Schedule', commercial plan review runs from $80 for work valued up to $25,000 to $3,000 above $5,000,000, and the commercial building permit is $5.00 per $1,000 up to $25,000 (minimum $75), then $125 plus $3.50 per $1,000 up to $1,000,000, $3,537.50 plus $2.25 per $1,000 up to $25,000,000, and $57,537.50 plus $1.75 per $1,000 above that. The schedule lists a certificate of occupancy at $125.00, a reinspection fee of $50, and a double fee for work begun before the permit is issued. All of its fees exclude a $4.00 administrative charge and a $5.00 commercial surcharge, so $9 is added to each commercial total. The Construction Enforcement page says the office 'reviews plans, issues construction permits, and inspects new buildings and building components for projects in Memphis, Arlington, Germantown, Lakeland, Millington, and unincorporated Shelby County'. Tire Business Permit (unincorporated areas)

Shelby County Code § 8-655 states that 'All tire businesses located within the unincorporated areas of the county engaging in the resale of tires or the generation of waste tires shall be issued a permit annually by county, by and through the Memphis and Shelby County office of construction code enforcement for a nonrefundable fee of $250.00.' Under § 8-656 the fee is due annually by July 1 and prorated as necessary, the permit runs from July 1 to June 30, a replacement permit costs $15, and the permit and decal are posted on the premises. Section 8-654 names garages and service stations among waste tire generators, so an auto repair shop that generates waste tires in unincorporated Shelby County falls under it, as does a retailer that resells tires. The code is current through Supplement 13 on Municode. Contact the Office of Construction Code Enforcement at 901-222-8300.

Contractor Registration

The Office of Construction Code Enforcement's General Contractor Registration sheet, linked from its current Construction Enforcement page, states that 'In order to pull a permit in Shelby County, each general contractor must register his or her license with the licensing section' and that the 'REGISTRATION FEE WILL BE $50 - CASH OR CHECK'. The registration requires a current copy of the state contractor license, the state board affidavit naming the qualifying agent, and a current Shelby County business license. The office's FAQ states that 'State licensed contractors are required to register their licenses with our office, a registration fee and surety bond is required except for those working exclusively in disciplines regulated by the State Alarm Board'. The bond amount is not published on the office's page; contact the Licensing Section at (901) 222-8390 for the current requirement.
