About each permit

Contractor Information Program Certification (voluntary)

This is a voluntary business certification, not a mandatory contractor license: §223-3 says a contractor operating in Allegheny County 'may participate' in the program, and only a participant owes the fee. §223-2 defines 'contractor' broadly — anyone performing construction, reconstruction, remodeling, renovation or repair of real estate under contract — so it can reach any of the ten industries this site tracks when doing its own build-out work, not only businesses that call themselves contractors. The per-address annual certification fee is $100, per §223-16's exact wording ('The annual fee for the business certification available under this article shall be $100'), payable each January 1 per §223-5, with the certification running through December 31. A late payment carries a 5%-per-month penalty under §223-10, capped at 30% of the fee due for the year. This is administered separately from, and is not a substitute for, any municipality's own business-privilege license.

County Contractor Web Site Listing (voluntary)

A second, entirely separate program from the certification above: Article II of Allegheny County Code Chapter 223 lets a contractor pay to be listed, or update its listing, on the county's contractor web site, and §223-18 caps whatever charge applies at $25 ('in no event shall such fees exceed $25 for listing or updating information'). Participation carries no penalty for declining it — §223-19 states directly that 'No business or individual shall be compelled to participate... nor shall any penalty be levied against any business or individual who elects not to participate.' Because it is optional with no consequence for non-participation, this listing fee should not be confused with the mandatory-feeling Contractor Information Program certification listed separately for this jurisdiction, even though both sit in the same ordinance chapter and are administered by the same Treasurer's office.
