About each permit

Public Bathing Place Plan-Review Fee

A fitness studio with a pool, spa or hot tub needs ACHD plan-review approval before construction, priced by square footage under the current Bathing Places Fee Schedule 2026: $70 up to 6,000 square feet, $145 for 6,001-13,500, $180 for 13,501-50,000, and $215 above that. Article IX §909-§910 separately requires every such facility to hold an annual operating permit and pay an annual Inspection Fee reset by the Director and Board of Health every three years — a real, mandatory obligation — but that dollar amount is not published in the 2026 fee schedule (captioned specifically as the plan-review schedule) or on ACHD's Fee and Permit Office page, which lists only a phone contact; contact the ACHD Housing & Community Environment Program, 412-350-4046, for the current annual fee. Without a pool, spa or hot tub, a fitness studio has no permit obligation under this program.
