Commercial mechanical permits are $110.00 including up to two inspections, minor mechanical $55.00 and re-inspections $55.00. The figures are printed on the county's current Commercial / Industrial / Office Building Permit form, the document linked from the live Planning page (PDF publication date 6 Nov 2023), whose inspection section is headed "Revised Building Code Inspection Fees Effective November 1, 2019"; the predecessor form revised 11-2019 lists the same amounts. A Board of County Commissioners resolution setting these fees is not published online, so the county's form is the published source. The form states that all electrical, mechanical and plumbing contractors must be licensed by the State of Oklahoma and also registered with Oklahoma County before commencing any work; the county registration is listed as its own record.
Sign Permit (unincorporated Oklahoma County)
A business putting up a sign on unincorporated land in Oklahoma County needs a county sign permit from the Planning Department. The county's Sign Permit Requirements and Application, which cites Zoning Regulations Article II, Section 3, states the fee as "Sign permit - $ .25 per square foot – minimum $25.00." The form carries no revision date (PDF publication date 10 Jul 2020) and is the sign application linked from the live Planning page. The application needs a plot plan showing setbacks, property lines and existing structures, a signed and notarized lease with the property owner, the warranty deed, and structural plans for the sign including footings with an engineer's seal, and the sign must comply with the county's subdivision, zoning and floodplain regulations. A sign inside a city is permitted by that city. Contact the Planning Department at 405-713-1361.
Trade Contractor Registration with Oklahoma County (electrical, mechanical, plumbing)
An electrical, mechanical or plumbing contractor working on a permitted project in unincorporated Oklahoma County must register with the county as well as hold the state trade license. The county's current commercial permit form states: "All electrical, mechanical and plumbing contractors must be licensed by the State of Oklahoma. All electrical, mechanical and plumbing contractors must be also registered with Oklahoma County before commencing any work." The predecessor form revised 11-2019 states: "All trade contractors must be registered with Oklahoma County prior to commencing work." The registration fee and form are not published on the county's commercial permit form or Planning page; contact the Oklahoma County Planning Department at 405-713-1361 for the current amount and procedure.
Commercial / Industrial / Office Building Permit (unincorporated Oklahoma County)
A business building, adding to or remodelling a commercial, industrial or office structure on unincorporated land in Oklahoma County needs a county building permit from the Planning Department. The county's commercial permit form states that "Oklahoma County issues building permits for the unincorporated area only" and that permits are required for all property improvements, including covered but not fully enclosed structures, additions and remodels; the Planning page FAQ states that "Oklahoma County issues permits for any structure that is 200 square feet or larger." The fee is $0.25 per square foot of area under roof with a $25.00 minimum, plus a $10.00 GIS Administration Fee and, where a stormwater site development plan is required (land disturbance of one acre or more), a $55.00 Stormwater Site Development Plan Review fee. The form also states that "Oklahoma County serves as the State Fire Marshal" and that the county contracts life safety, fire alarm, fire sprinkler, access control and CO2 enrichment plan reviews to third-party reviewers, billing the applicant their cost. A state Uniform Building Code Commission fee is also collected under 59 O.S. § 1000.25. Applications need the recorded deed, an ODEQ percolation/soil test, a site plan, plans sealed by an Oklahoma-licensed architect or engineer and drainage calculations; the form allows 15-30 business days for processing. Building codes are those adopted by Resolution No. 2024-5421, effective January 1, 2025, which supersedes Resolution 189-18. Contact the Planning Department at 405-713-1361.
Commercial Building Inspections and Certificate of Occupancy (unincorporated Oklahoma County)
A commercial building permitted by Oklahoma County on unincorporated land goes through county inspections and needs a county Certificate of Occupancy before it is occupied. The county's commercial permit form lists the commercial building construction inspection fees: Footing/Foundation/Erosion Control $60.00, Frame $60.00, Partial Frame $60.00 (required if the applicant wishes to complete the exterior before all rough inspections) and Certificate of Occupancy $110.00. The Partial Frame inspection appears on the 2023 form and not on the 2019 form. The form states in capitals that projects occupied before the certificate of occupancy is issued will not have the remainder of inspections completed and will not receive a certificate of occupancy, that inspections must be called in by 4:30 p.m. the day before, and that engineer's certificates are not accepted in place of any required inspection. Inspection requests go to (405) 713-1464.
Special Use Permit (unincorporated zoning) — alcohol-serving restaurants and bars, child day care centers, general veterinary and kennels
On unincorporated land in Oklahoma County, some business uses need a special use permit before they can open, where the county zoning table lists the use as S (special use) in the property's district. The county Zoning Regulations, approved June 7, 2021 by Resolution No. 2021-7984, list these rows with S entries: Drinking Establishments: Sit-Down, Alcohol Permitted; Eating Establishments: Sit-down, Alcohol Permitted; Care Facility: Child Day Care Center; and Kennels and Veterinary, General. The regulations' standards add: a drinking establishment needs a site plan and a list of property owners within 600 feet; an alcohol-serving eating establishment needs a site plan; a day care center's licensing by other agencies is verified with the application; and a general veterinary clinic or kennel may have no outside run within 50 feet of R-1, R-0 or R-M zoning, with runs fenced. Under Article IV, Section 6, the special use procedure follows the rezoning procedure: the Planning Commission recommends and the Board of County Commissioners decides, and an approved permit expires after 24 months if no building permit has been issued. Zoning Regulations Article I, Section 13 states that the fee schedule is maintained in the office of the Planning Commission; contact the Planning Department at 405-713-1361, whose staff can explain a parcel's zoning and the uses allowed in it.
