About each permit
Food Establishment License (state license, STATE-SET fee; OCCHD inspects in Oklahoma County)
A restaurant, coffee shop, food truck or retail store selling food in Oklahoma County needs the statewide food establishment license from the Oklahoma State Department of Health (OSDH); the license and its fee belong to the state layer, and this record points to how it works in the county. The fee is STATE-SET by OAC 310:250-3-1(a)(1): $425 for an initial license and $335 to renew. OCCHD's Food Establishments FAQ states: "Generally, yes. Most businesses engaged in the sale of food products must first obtain a license from the Oklahoma State Department of Health before selling any food products," and adds that "Certain municipalities may have additional requirements and permits." Under 63 O.S. § 1-214(F), the city-county health department enforces and administers the state laws and the rules of the State Board of Health, so OCCHD inspects food establishments in the county. OCCHD's payment page routes OSDH license renewals to the state's online portal. OCCHD's Food Safety & Environmental Health office is at 2401 NW 23rd St., Ste. 70, Oklahoma City, OK 73107, (405) 425-4400.
Food and Lodging Establishment Plan Review (STATE-SET fee, collected by OCCHD)
Before a food establishment in Oklahoma County is built, converted, remodelled or changed in type, its plans go through plan review with the Oklahoma City-County Health Department (OCCHD). The $425 fee is STATE-SET, not a county or OCCHD fee: OAC 310:250-3-7(a)(1) (effective October 1, 2017) sets plan review at $425 and directs that it be submitted "to the Oklahoma State Department of Health or respective County Health Department". OCCHD collects it: its Food or Lodging Establishment Plan Review Application and Mobile Food Plan Review Application (both Rev. 4/2025) state the $425.00 non-refundable fee, and its payment page states "The plan review fee is $425." OCCHD's Plan Review page applies the fee to all food service establishments and lodging facilities. The plan review fee is separate from the state food establishment license fee. OCCHD's Food Safety & Environmental Health office is at 2401 NW 23rd St., Ste. 70, Oklahoma City, OK 73107, (405) 425-4400.
State Temporary Food Service License (special events; STATE-SET fee, issued on site by OCCHD)
A vendor offering food or drink for sale at a fair, festival or other single event in Oklahoma County needs a State Temporary Food Service License. The fee is STATE-SET: OAC 310:250-3-1(a)(5) sets it at $50.00 for the first day plus $25.00 for each additional consecutive day, not to exceed $250, for no more than fourteen consecutive days. OCCHD's Special Events page states that "Upon passing your inspection you will be issued a State Temporary Food Service License", and its payment page states that the fee "is per owner/sales tax permit, not per sales location." The event organizer contacts OCCHD at least one week before the event; in Oklahoma City the organizer must notify OCCHD 10 business days before the event with a complete vendor list. The fee can be paid online, at the event, or in person at the Food Safety & Environmental Health office at least two weeks before the event, and OCCHD refunds prepaid fees if asked within 5 business days after the event. OCCHD's Food Safety & Environmental Health office is at 2401 NW 23rd St., Ste. 70, Oklahoma City, OK 73107, (405) 425-4400.
OCCHD City Pool License (public bathing places inside Oklahoma City and Edmond only)
A fitness studio or gym that operates a pool, spa or other public bathing place inside the city limits of Oklahoma City or Edmond needs an annual license from the Oklahoma City-County Health Department (OCCHD). OCCHD's Pools page states that such facilities "must also maintain an annual license from the Oklahoma City-County Health Department (OCCHD). These licenses are $50.00 per license year, and always expire June 30 of each year." Its payment page describes the City Pool License as required yearly for each pool or spa in OKC and Edmond, with the "Fee collected by and license issued by the OKC-County Health Department." A studio without a pool or spa has no pool license, and a pool outside Oklahoma City and Edmond is outside this OCCHD license's stated scope. The facility also holds the state public bathing place license from the Oklahoma State Department of Health and must be run under a trained, certified operator. OCCHD's Food Safety & Environmental Health office is at 2401 NW 23rd St., Ste. 70, Oklahoma City, OK 73107, (405) 425-4400.
