About each permit
Food Service Operation / Retail Food Establishment License
A restaurant, cafe, grocery or other retail food business, or a childcare center that serves food, inside the Stark County Health Department's area needs a food service operation or retail food establishment license, and the figure depends on whether the operation is commercial or non-commercial, whether it is under or over 25,000 square feet, and the risk level the Department assigns. All amounts above are as listed on the Department's sheet headed '2026 Food Service Fees / Effective February 1st'; the sheet prints one license figure per row and does not divide it into local and state parts. The Department's food page states that its Food Protection program 'Inspects and regulates every type of food service and food establishment - restaurants, caterers, institutions, retail markets, mobile vendors, temporary and seasonal food facilities.' Check the address before using these figures: the Department's About Us page states that 'The jurisdiction of the Stark County Combined General Health District is comprised of 17 Townships, 12 Villages, and the cities of Canal Fulton, Louisville, and North Canton.' Canton, Massillon and Alliance are not among the cities that sentence names, so this sheet does not price a business in those cities. The 2027 sheet is not yet posted on the Department's food pages.
Food Service / Retail Food Plan Review (new or remodeled)
Before a new food business opens, or an existing one is remodeled, inside the Stark County Health Department's area, its plans go to the Department for review; its food page lists that it 'Reviews facility plans for new and/or remodeled food businesses.' The fee follows the same commercial or non-commercial, floor-area and risk-level grid as the license, at the amounts listed on the Department's sheet headed '2026 Food Service Fees / Effective February 1st', and the Department's 2026 Plan Review Application prints the commercial under-25,000-square-foot figures from Risk Level I $301.00 to Risk Level IV $760.90. The application notes that, under the Ohio Food Code, 'the Stark County Health Department has 30 days' to complete its review, so a plan should go in well ahead of construction. The plan review fee is separate from the license fee, which is paid when the operation is licensed. Scope: the Department's About Us page gives its jurisdiction as '17 Townships, 12 Villages, and the cities of Canal Fulton, Louisville, and North Canton'.
Mobile Food Service Operation / Mobile Retail Food Establishment License
A food truck, trailer or cart whose business headquarters is in the Stark County Health Department's area licenses with the Department. Its 2026 Mobile Plan Review Application states that 'Ohio Law requires every person who intends to prepare or serve food from a mobile food unit shall make application for a license to the board of health of the health district in which the operator's business headquarters are located.' The fee is $160.50 for a low-risk unit and $293.00 for a high-risk unit, as listed on the Department's sheet headed '2026 Food Service Fees / Effective February 1st' and printed on the 2026 mobile application. Before a new unit operates, the operator submits a Mobile Plan Review Application, and the form asks applicants to 'Please allow up to 30 business days for plan review.' The Department's About Us page gives its jurisdiction as '17 Townships, 12 Villages, and the cities of Canal Fulton, Louisville, and North Canton', so a truck headquartered in Canton, Massillon or Alliance looks to that city's licensor instead.
Temporary Food Service Operation / Temporary Retail Food Establishment License
A vendor selling food at a festival, fair or market in the Stark County Health Department's area takes a temporary license for the event: $77.00 for a commercial operator and $38.50 for a non-commercial one, as listed on the Department's sheet headed '2026 Food Service Fees / Effective February 1st'. The Department's 2026 temporary application describes the license as 'For a single event', 'In one location', 'For a period of not longer than five consecutive days' and 'For a fee of $77.00', and states that an entity 'must apply for the license at least 10 business days prior to the event.' The same form caps how often one operator can use this route: 'Not more than ten temporary retail food establishment/temporary retail food service operation licenses will be issued per licensing period to the same person or government entity to operate at different events within Stark County.' An operator trading more often than that needs a mobile or fixed license instead. The Department's About Us page gives its jurisdiction as '17 Townships, 12 Villages, and the cities of Canal Fulton, Louisville, and North Canton'.
Food Vending Machine Location License
A shop, gym or garage lobby with a food or drink vending machine in the Stark County Health Department's area licenses the location, not each machine. The Department's 2026 vending form states that 'Ohio law requires each vending machine location to have a Food Service Operation License' and sets the application fee at $35.99; its fee box prints 'License fee + Late fee + State amount = Total amount due' as $29.99 + $0.00 + $6.00 = $35.99, so the $35.99 is a combined local and state amount. Late renewal costs more: the form states 'There is a mandatory penalty fee of 25% of the renewal fee for operating a vending machine location after the deadline', and the Department's 2026 Food Service Fees sheet lists the vending late fee as $7.50. A separate license is not always needed: the form states that 'When a vending machine is located within a licensed Food Service Operation or Retail Food Establishment (example: a cafeteria) and operated by the same licensed operator, the vending location can be covered under the Food Service Operation or Retail Food Establishment License.' A pre-operational inspection comes before a new location is licensed.
Public Swimming Pool / Public Spa / Special Use Pool License
A gym, club or fitness studio with a swimming pool, spa or special use pool open to members or the public licenses each one every year with the Stark County Health Department. A studio without a pool or spa has no pool license to obtain. The figures come from Board of Health Resolution #1-2019, adopted March 13, 2019 and effective April 1, 2019, which the Department's pools page still links as its 'Fees for Public Pools and Spas'. The resolution sets 'the annual licensing fee for public swimming pools, public spas, and special use pools, and additional public swimming pools' at $420.00 for an individual pool, spa or special use pool ($340.00 plus an $80.00 state fee) and $295.00 for an additional license ($240.00 plus a $55.00 state fee). The local column of that table is headed 'PROPOSED FEE', but the resolution states that the Board 'adopts this measure to be effective on and after April 1, 2019.' The Department's pools page states that the rules 'pertain to public pools, public spas, and special-use pools, but not private residential pools.' Scope: the Department's About Us page gives its jurisdiction as '17 Townships, 12 Villages, and the cities of Canal Fulton, Louisville, and North Canton'.
Tattoo / Body Piercing Establishment Approval
A salon or studio that offers tattooing, body piercing or permanent cosmetics in the Stark County Health Department's area must be approved before it operates; Ohio's body art law is ORC Chapter 3730. An ordinary hair or nail salon that offers none of these services has no body art approval to obtain. The Department's tattoo and body piercing page states that 'Permitted locations located within the Stark County Health Department's jurisdiction are inspected regularly' and that 'Our inspections focus on determining if the establishment is in compliance with the rules and regulations adopted by the State of Ohio.' A current fee is not published on the county's tattoo/body art page, which links a 2025 plan approval application; contact the Department's Environmental Health Division at 330.493.9904 for the current amount before applying. Scope: the Department's About Us page gives its jurisdiction as '17 Townships, 12 Villages, and the cities of Canal Fulton, Louisville, and North Canton'.
Sewage Treatment System Permits and Registrations (small flow systems, installers, service providers, septage haulers)
A business building on or replacing an on-site sewage system because it is not on a sanitary sewer, and a contractor who installs, services or pumps those systems, deal with the Stark County Health Department. The Department's sewage page explains that a septic system 'treats and disposes of sanitary wastewater from a home or business that does not have access to the sanitary sewer', and links its 'Sewage Treatment System Fees Effective May 1, 2026'. Those fees are Board of Health Resolution #3-2026, adopted April 8, 2026 and effective May 1, 2026, which prints local, state and total columns: the small flow system permits above carry a $74.00 or $35.00 state amount, and the application, operation permit and registration fees carry none. A business on a public sewer has no on-site system permit to obtain. Resolution #3-2026 also prices household systems, gray water systems and property transfer work, which are not listed here. Scope: the Department's About Us page gives its jurisdiction as '17 Townships, 12 Villages, and the cities of Canal Fulton, Louisville, and North Canton'.
Semi-Public Sewage Treatment System Inspection Fee
A business whose wastewater goes to its own semi-public sewage treatment system rather than a public sewer, such as a restaurant, garage, store, childcare center or clinic on a larger on-site system, pays an annual inspection fee to the Stark County Health Department. The figures are Board of Health Resolution #7-2019, adopted June 12, 2019 and effective July 1, 2019, which the Department's sewage page still links as its 'Semi-Public Fees'. The 2026 sewage fee resolution (#3-2026) has no semi-public rows. Resolution #7-2019 rests on ORC 3709.085, which it describes as allowing a general health district to contract with the Ohio Environmental Protection Agency for semipublic sewage inspections and to charge 'a fee established pursuant to section 3709.09 of the Revised Code to be paid by the owner or operator of a semipublic sewage treatment system for inspections conducted by the board.' The fee is set by system type (mechanical or not, discharging or not) and size, and is 'paid on or before March 1st each year'. A business on a public sewer has no semi-public inspection fee. Scope: the Department's About Us page gives its jurisdiction as '17 Townships, 12 Villages, and the cities of Canal Fulton, Louisville, and North Canton'.
Plumbing Contractor Registration
A plumbing contractor working in the Stark County Health Department's area registers with the Department before taking work there. Its plumbing page states that 'In 1991, the Stark County Board of Health adopted regulations requiring the registration of all plumbing contractors who work in the General Health District', and that 'Any plumbing contractor engaged in or intending to engage in the plumbing business in the Stark County Health Department jurisdiction must be registered with the department.' The fee is $70.00, with a $35.00 late registration fee, under Board of Health Resolution #8-2025, adopted December 10, 2025 and effective January 1, 2026. The Department's 2026 registration letter states a 'REGISTRATION FEE OF $70.00', asks for a 'COPY OF STATE PLUMBING LICENSE', and asks for bonds dated through January 31, 2027. The state plumbing license itself is a separate state credential. Scope: the Department's About Us page gives its jurisdiction as '17 Townships, 12 Villages, and the cities of Canal Fulton, Louisville, and North Canton'.
Plumbing Permit and Commercial Plumbing Plan Review
Any plumbing work in a business build-out or remodel inside the Stark County Health Department's area, from new fixtures in a salon to a grease interceptor in a restaurant kitchen, needs a plumbing permit from the Department. Its plumbing page states that 'Plumbing permits must be obtained through the Stark County Health Department prior to the start of work' and that 'Permit fees cover two inspections.' A commercial permit comes after plan review: 'Prior to obtaining a Commercial Plumbing Permit, you must submit a Plumbing Plan Review Application. A professional engineer or architect must design a plan.' The page also states that plans 'will be reviewed within 30 days.' The amounts above are Board of Health Resolution #8-2025, adopted December 10, 2025 and effective January 1, 2026, and the Department's 2026 plumbing permit application prints the same unit amounts. Working without a permit costs a penalty of 200% of the total permit fee. Scope: the Department's About Us page gives its jurisdiction as '17 Townships, 12 Villages, and the cities of Canal Fulton, Louisville, and North Canton'.
