About each permit
Group Daycare Facility Food Service License (Class IV)
Concord's Food Service Establishment fee table, as published in the City's FY27 fee ordinance workbook (effective July 1, 2026), names 'group daycare facilities' directly on its Class IV line, sharing the $165.00 fee with prepackaged-products-only food sellers — the same pattern Manchester ($200.00, Class III-A) and Nashua ($200.00, D-1) both show, with Concord's own smaller dollar figure. It is layered on top of New Hampshire DHHS's Child Care Programme License (covered at the New Hampshire state level). This fee is tied to a facility's food-service function; a programme serving no food on-site should ask Health & Licensing Services whether it still applies. A separate Fire Department childcare inspection fee is listed as a separate Concord requirement.
Food Service Establishment License
Concord is a self-inspecting New Hampshire municipality for food establishments, so Code Administration's Health & Licensing Services Division, not NH DHHS, issues this license under Chapter 13 of the City Code; the Division's page describes its routine inspections of establishments. Unlike Manchester, no separate City Clerk business license stacks on top of this permit; unlike Nashua, this license is administered by Code Administration rather than a standalone Environmental Health Department. The Class III band ($223.00, under 25 seats) is the most common fit for a small restaurant or coffee shop; a coffee shop selling only prepackaged items may instead fall under Class IV ($165.00). The class fees are the same in the Division's 2021 Health Services Yearly Permit Fees schedule and the City's FY27 fee ordinance workbook (effective July 1, 2026); the $30.00 plan review fee in the 2021 schedule has been replaced by the $40.00 plan review fee for a new establishment in the FY27 workbook.
Outdoor Seating (Sidewalk Encumbrance) Permit
Permits a restaurant or coffee shop to place seating on public sidewalk space, under the City's Regulations to Permit Use of Public Space for Outdoor Dining (effective March 14, 2022). Administered by Health & Licensing Services; a $30.00 nonrefundable application fee applies in addition, per the same fee schedule's general application-fee line.
Food/Peddlers Combo License (Food Truck)
The City's own current Rules for Mobile Food Service Vendors/Food Trucks (effective May 9, 2022) require every food truck to hold both a City of Concord food service license and a peddler license, operate only in non-residentially-zoned neighborhoods between 8:00 a.m. and 9:00 p.m., staff at least one ServSafe Food Protection Manager Certified employee, park only in legal parallel spaces (serving to the sidewalk), and secure a separate parking encumbrance permit from the Police Department for any metered or time-limited space. This Combo License is the real, single fee the City's own fee workbook prices for that dual requirement; a non-food peddler instead pays the base peddler rates ($40.00/week or /day for private-property peddling without a fixed location, $29.00/day from a fixed private-property location, $652.00/vehicle/year outside the Central Business District, or up to $1,577.00/year at a contested fixed public-property location inside it), which fall outside this record's food-truck scope.
Municipal Business License — City of Concord Licensing Services Position
No fee applies. The Health & Licensing Services Division's Licensing Services page lists the City's licensable activities — Annual Entertainment, Charitable Solicitation/Raffles, Demonstration and Events, Door-to-Door Sales, Facility Rental, Junkyard/Salvage Yard/Recycling Center, Pawnbrokers/Secondhand Dealers, Peddlers/Vendors, Tattoo Artist, Tattoo Establishment, Taxi Cab License, Taxi Cab Operator's License, Yard Sale, and Temporary Food-Peddler License — plus the Food Service Establishment License listed as a separate Concord requirement, and none of those listed licenses reaches an ordinary retail store, auto repair shop, veterinary practice, fitness studio, or salon without tattooing. The City Clerk's page lists elections, vital records (including marriage licenses), dog licensing and landlord-agent registration and names no business or trade license; unlike Manchester and Nashua, Concord's City Clerk has no business-licensing function. Each of these industries' Concord-specific obligations are instead the same commercial building permit, Change of Occupancy fee, sign permit, and zoning approvals, each listed as a separate Concord requirement, layered on top of any relevant New Hampshire state credential (the Repairer Registration for auto repair, the Board of Veterinary Medicine's individual practitioner license, and the Barbering, Cosmetology or Esthetics Shop License for a salon).
