About each permit
Mobile Food Vendor Permit
The Environmental Health Program Fee Schedule effective January 1, 2026 lists $338 as the new-permit fee for a mobile food vendor permit. The schedule's footnote, '*New Permit/ Fees', marks its food permit amounts as new-permit fees. The Public Health Center administers this permit under the same program as the food establishment permit, which is a separate record on this page. The permit is recorded here for mobile food vendors that prepare food for sale from a unit.
Food Handler Card and Food Manager Certification
The county Food Handlers page states that a food handler card is required within 30 days of hire and is valid for three years, and that the county accepts certifications from Cass County, the City of Independence, Jackson County, Kansas City and Platte County. The Environmental Health fee schedule effective January 1, 2026 lists the in-person handler class at $20, the online handler class at $25, the manager class at $55 and the manager exam alone at $45. These are credentials held by individual food workers rather than business permits, and they sit alongside the business permit records on this page.
Food Establishment Permit
The Environmental Health Program Fee Schedule effective January 1, 2026 lists four food establishment permit amounts by tier: $255, $420, $605 and $795. The schedule's footnote, '*New Permit/ Fees', marks these as new-permit fees. The schedule states no tier definitions, so this record assigns no tier to any business type. The county Food Code requires the application at least 30 calendar days before opening, under section 8-302.11. Inside the Kansas City city limits, complaints and regulation go to the Kansas City, MO Health Department rather than the county Public Health Center.
Temporary Food Establishment Permit
The Environmental Health Program Fee Schedule effective January 1, 2026 sets temporary food permit amounts by event length. A 1 to 3 day event is $50 when the application is made more than 14 days before the event, $100 when it is made fewer than 14 days before, and $150 when it is made fewer than 24 hours before. A 4 to 14 day event is $75, $150 or $300, and a not-for-profit event is $30, $60 or $90. The Public Health Center's event page states that an event operates no more than 14 days and that the permit must be obtained before operation begins.
