About each permit

Aquatic Venue Operating License (pools, spas, splash pads; conditional: facilities with an aquatic venue)

A fitness studio or health club with a swimming pool, spa, splash pad or similar aquatic venue needs an annual operating license from the Johnson County Department of Health and Environment; a studio without an aquatic venue has no aquatic license. JCDHE's Forms and Fees page lists the Annual Aquatic Venue Operation License at $385 per site, first-time plan review at $420 for an indoor venue, $370 for a seasonal venue and $210 for a spa, $75 for a modification or repair permit on an existing venue, and $120 for a Licensed Pool Operator for a three-year term. The 2026 application form states the $385 annual fee per site is due no later than March 31 and that $770 is due if paid after March 31, and asks for the number of cold plunges and float tanks. Under the 2025 Aquatic Health Code, licenses are valid from April 1 of the year issued to March 31 of the following year, license fees double if received after the March 31 deadline, and each facility must have a Johnson County Licensed Pool Operator or equivalent. Sections 1.1.5 and 1.1.6 apply the Code throughout the unincorporated areas of Johnson County and within a city once that city adopts it by ordinance. The figures are from the Forms and Fees page of the Johnson County Department of Health and Environment (Environmental Division) and its 2026 application forms. Contact: 913-715-6900.

Commercial/Industrial On-Site Wastewater (Septic) Installation Permit and Operation License (conditional: sites not on public sewer)

A business whose building is served by an on-site wastewater (septic) system rather than a public sewer needs a JCDHE installation permit for a commercial system and an operation license; a site on a public sewer has no septic permit. JCDHE's Forms and Fees page lists $490 for a Commercial Sewage Treatment System Installation Permit, $210 for a Class A operation license (potential of industrial or commercial wastes, serving 20 or more full-time employees), $125 for a Class B license (domestic wastes only, serving fewer than 20 full-time employees) and $260 for an industrial or commercial resale inspection. The 2026 Class B application form shows the $125 fee. The 2025 Johnson County Sanitary Code states that each industrial or commercial on-site wastewater system shall be inspected at least once annually and is subject to annual renewal of the operations permit, and that the Director of JCDHE publishes the applicable fee schedule annually. The Sanitary Code applies throughout the unincorporated areas of Johnson County and within a city once that city adopts it by ordinance. The figures are from the Forms and Fees page of the Johnson County Department of Health and Environment (Environmental Division) and its 2026 application forms. Contact: 913-715-6900.
