About each permit

Annual Food Service Establishment / Retail Food Store Permit

County Code Sec. 18-204 makes it unlawful to operate a food service establishment "within DuPage County in the State of Illinois" without a valid permit from the Health Authority, and the permit must be posted where patrons can see it. Sec. 18-102 sets the annual food service establishment and retail food store permit at $1,092 for Risk Category 1, $684 for Risk Category 2 and $305 for Risk Category 3, with a seasonal establishment (six months or less) at $305, as in effect from December 1, 2025 (the editor's notes to the County Code and the Health Department's fee page both state that date); County Code Sec. 18-111 raises these fees by the Illinois Department of Revenue CPI every December 1, so the schedule adjusts on December 1, 2026, and the Board of Health's draft minutes of September 10, 2026 record that its FY2027 budget assumes EHS fees increased by CPI. The Health Department assigns the risk category after reviewing the application, menu and facilities. A 25% penalty applies if the fee is unpaid by the expiration date (Sec. 18-109), and a permit unpaid 30 days after the due date is forfeited (Sec. 18-110). Under Sec. 18-201 a store that offers only prepackaged foods not requiring time/temperature control, and a kitchen in a private home such as a small family daycare provider, are outside the definition of a food establishment. Fee-exempt nonprofits still need the permit (Sec. 18-107).

Temporary Food Service Permit

A vendor serving food to the public at an event on a temporary basis needs a temporary food service permit. Sec. 18-102 sets it at $268 for Risk Category 1T, $165 for 2T and $82 for 3T, charged per booth for up to 14 days, and a single operator with several stands at one event pays per booth, as in effect from December 1, 2025 (the editor's notes to the County Code and the Health Department's fee page both state that date); County Code Sec. 18-111 raises these fees by the Illinois Department of Revenue CPI every December 1, so the schedule adjusts on December 1, 2026, and the Board of Health's draft minutes of September 10, 2026 record that its FY2027 budget assumes EHS fees increased by CPI. A 25% penalty applies when the permit is not obtained at least three business days before the event start (Sec. 18-109). The Health Department's permit types page says the permit is valid for up to 14 dates at the same location, only two permits can be issued in a year for up to 28 dates, and tasting or sampling also requires a temporary permit. Fee-exempt nonprofits must still obtain the permit (Sec. 18-107).

Private Sewage Disposal System Permit

A business on a private sewage disposal (septic) system needs a Health Department permit to install or repair it. Sec. 18-104 sets the new system permit and plan review at $684, a renovation or repair permit at $344, a variance request review at $305, the annual surface discharge system operating permit at $138, a priority plan review (completed in three days) at $616 on top of the applicable fee, and a resubmittal fee of $138 at the third and later resubmittals, as in effect from December 1, 2025 (the editor's notes to the County Code and the Health Department's fee page both state that date); County Code Sec. 18-111 raises these fees by the Illinois Department of Revenue CPI every December 1, so the schedule adjusts on December 1, 2026, and the Board of Health's draft minutes of September 10, 2026 record that its FY2027 budget assumes EHS fees increased by CPI. The Health Department's fee page lists the same amounts and also a combined new well and septic application at $1,059. A business on a public sewer has no septic permit.

Building Site Evaluation (Health Review on Well/Septic Lots)

When a building permit is sought in unincorporated DuPage County for a property on a well or septic system, the Building & Zoning Schedule of Fees adopted with Ordinance DC-O-0014-25 lists a "Health fee (on well/septic)" at the "Current Health Dept Fee Schedule-view on line". The Health Department's fee page sets Building Site Evaluation fees of $171 for Type I and $279 for Type II, as stated on the Health Department's current Environmental Health fee page, which gives its fees as effective December 1, 2025; this item is not itemized in County Code Secs. 18-102 to 18-106, and the fee page states that its fees are adjusted annually by CPI, with the next adjustment due December 1, 2026. County Code Sec. 18-105, which formerly held well and septic evaluation fees, is now reserved.

Food Service Plan Review

Under County Code Sec. 18-221, when a food service establishment is to be constructed or remodeled, when the type of food operation changes, or when an existing structure is converted to a food service establishment, plans and specifications drawn to scale must be submitted to the Health Authority and approved in writing before work begins. Sec. 18-102 sets plan review at $273 for Type I, $684 for Type II and $1,092 for Type III, with a $283 plan review consultation, a $1,092 priority review completed in three business days on top of the normal fee, and a $344 resubmittal fee charged at the third and later resubmittals, as in effect from December 1, 2025 (the editor's notes to the County Code and the Health Department's fee page both state that date); County Code Sec. 18-111 raises these fees by the Illinois Department of Revenue CPI every December 1, so the schedule adjusts on December 1, 2026, and the Board of Health's draft minutes of September 10, 2026 record that its FY2027 budget assumes EHS fees increased by CPI. The Health Department's fee page lists the same amounts.

Annual Mobile Food Vendor Permit

A food truck, trailer or push cart operating in DuPage County needs an annual mobile vendor permit from the Health Department. Sec. 18-102 sets the fee at $547 for Risk Category 1M, $444 for 2M and $205 for 3M, as in effect from December 1, 2025 (the editor's notes to the County Code and the Health Department's fee page both state that date); County Code Sec. 18-111 raises these fees by the Illinois Department of Revenue CPI every December 1, so the schedule adjusts on December 1, 2026, and the Board of Health's draft minutes of September 10, 2026 record that its FY2027 budget assumes EHS fees increased by CPI. A 25% penalty applies if the annual fee is unpaid by the expiration date. The Health Department's mobile vendor page says it reviews the menu, food handling and plan information, then schedules an inspection of the truck or trailer, and issues the permit after the unit passes; the operator also submits a commissary agreement and routes or proposed locations. The page tells mobile vendors to check with local and city authorities for their regulations before operating. The separate mobile vendor plan review fee for new applicants is a separate record.

Mobile Vendor Plan Review

A new mobile food vendor submits a Mobile Vendor Plan Review application with drawings or photos of the truck, trailer or cart, and the Health Department's mobile vendor page lists a "Mobile Vendor Plan Review Fee (which is different from the annual mobile vending permit fee)". The fee is $273, as stated on the Health Department's current Environmental Health fee page, which gives its fees as effective December 1, 2025; this item is not itemized in County Code Secs. 18-102 to 18-106, and the fee page states that its fees are adjusted annually by CPI, with the next adjustment due December 1, 2026. The page allows up to 20 business days for the plan review once all documents and fees are received. The annual mobile vendor permit is charged separately after the unit passes inspection.

Multi-Location Temporary Food Permit

The Health Department's permit types page describes the Multi-Location Temporary Food Permit as one that "allows a Temporary Food Service vendor to operate at multiple sites and dates with one permit". Its fee is $1,195 for high risk, $684 for medium risk and $376 for low risk, non-refundable, with late fees of $298.75, $171.00 and $94.00, as stated on the Health Department's current Environmental Health fee page, which gives its fees as effective December 1, 2025; this item is not itemized in County Code Secs. 18-102 to 18-106, and the fee page states that its fees are adjusted annually by CPI, with the next adjustment due December 1, 2026. A vendor working a single event at one location uses the ordinary temporary food service permit instead.

Public Swimming Facility Annual License

A fitness studio or childcare centre that operates a public swimming pool, spa pool, water slide or other aquatic feature in DuPage County needs an annual license from the Health Department under Chapter 18 Article V. Sec. 18-106 charges each facility $343 for seasonal operation or $645 for year-round operation, as in effect from December 1, 2025 (the editor's notes to the County Code and the Health Department's fee page both state that date); County Code Sec. 18-111 raises these fees by the Illinois Department of Revenue CPI every December 1, so the schedule adjusts on December 1, 2026, and the Board of Health's draft minutes of September 10, 2026 record that its FY2027 budget assumes EHS fees increased by CPI. The Health Department's pool page says the 2026 annual pool permits start on May 15, 2026 and expire May 14, 2027, and that the Illinois Department of Public Health reviews and issues construction permits for all public pool and spa facilities in DuPage County. The Health Department's current fee page also lists a Conditional Permit Swimming Facility at $287 (late fee $71.75); that item is not itemized in Sec. 18-106. A studio without a pool or spa has no pool license.

Water Well Permit / Non-Community Water System Operating Permit

A business served by a private or non-community water well needs Health Department permits. Sec. 18-103 sets the water well construction and installation permit at $376, the non-community water system annual operating permit at $279, a permit to seal a well at $171, a variance request review at $305 and a supplemental well conversion inspection at $138, as in effect from December 1, 2025 (the editor's notes to the County Code and the Health Department's fee page both state that date); County Code Sec. 18-111 raises these fees by the Illinois Department of Revenue CPI every December 1, so the schedule adjusts on December 1, 2026, and the Board of Health's draft minutes of September 10, 2026 record that its FY2027 budget assumes EHS fees increased by CPI. A business that serves water to the public from its own well, such as a restaurant or childcare centre outside a municipal water system, holds the annual non-community operating permit. A business without a private or non-community well has no well permit.
