About each permit

Retail Alcohol License — Board of Supervisors Approval (outside city limits, Scott County)

Iowa Code §123.32(1)(a) requires a completed application for a retail alcohol license (other than a class "D" license) to be filed with the city council if the premises are inside a city's corporate limits, "or with the board of supervisors if the premises for which the license is sought are located outside the corporate limits of a city." Under §123.32(2) the local authority approves or disapproves the license, endorses that decision on the application and forwards it with the necessary fee and bond to the state department. The Scott County Auditor's Liquor Licenses page states that businesses outside corporate city limits in Scott County apply through the state's GovConnect system, which presents the application to local authorities (Health Department, Planning and Development, Sheriff's Office, Attorney's Office and Board of Supervisors) for review and approval before it is forwarded to the State of Iowa Alcohol, Tobacco, Lottery Licensing Department, and that establishments inside city limits contact the respective city hall. The license fee is set by state law; no separate county fee is published on the Liquor Licenses page. Board of Supervisors: 563-326-8749.

Tobacco, Nicotine and Vapor Retail Permit — County Approval (outside city limits, Scott County)

Iowa Code §453A.47A(6) provides that county boards of supervisors may approve retail permit applications of applicants located in their counties outside the corporate limits of cities, and that upon approval the state department issues the permit to the applicant on behalf of the city or county, using the department's electronic portal. Under §453A.47A(7)(a) all permits expire on June 30 each year, the fees are paid to the department, and the fee for a permit granted in July, August or September is "In places outside any city, fifty dollars" (§453A.47A(7)(a)(1)); under §453A.47A(7)(b) it is three-fourths of that if granted in October-December, one-half in January-March and one-fourth in April-June. The Scott County Auditor's Cigarette / Tobacco / Nicotine / Vapor page states that any person selling cigarettes, tobacco products, vapor products or alternative nicotine products must have a valid retail permit, that all permits expire annually on June 30th and a new application must be submitted every year, that businesses outside corporate city limits apply through the state's GovConnect system for review and approval by the Auditor's Office and Board of Supervisors, and that only online applications are accepted from July 1, 2025. A business inside a city applies to that city. Board of Supervisors: 563-326-8749.
