About each permit
Zoning Clearance, Non-Residential (new construction, addition, remodel or change of use)
A non-residential new construction or addition, a remodel, or a change of use in the unincorporated areas of Yavapai County is charged a zoning clearance by Yavapai County Development Services. The amount depends on the project type and, for new construction and additions, on the square footage under roof, under the county fee schedule adopted by the Board of Supervisors on 12/4/2024 and effective 1/6/2025. Under A.R.S. 11-811 A, the Board may adopt a zoning ordinance to conserve and promote the public health, safety, convenience and general welfare, and the clearance is the county's application of that authority. Incorporated cities and towns apply their own zoning rules inside their limits.
Home Occupation Permit (business run from a home, unincorporated areas)
A business run from a home in the unincorporated areas of Yavapai County needs a home occupation permit from Yavapai County Development Services, Planning. The adopted fee is $200, under the county's fee schedule adopted by the Board of Supervisors on 12/4/2024 and effective 1/6/2025. This record states the fee only. The conditions a home occupation must meet are set in the county's Planning and Zoning Ordinance and are not summarised here, so an operator should review that ordinance before applying.
Onsite Wastewater (Septic) System Permit
A business premises without a sewer connection that needs an onsite wastewater (septic) system needs a permit from Yavapai County Development Services, Environmental. The county's Septic Permits page states that an issued permit, or an application with site investigation results, must be submitted, or proof of sewer system connection. The fee depends on the system type: a conventional commercial system is $750, an alternative system is $1,050 and a composting toilet is $400. The same schedule lists a site investigation fee, a tank-only or repair fee, a fee for permitting an existing system and an abandonment fee. The environmental fees were adopted by the Board of Supervisors on 1/7/2026 and take effect on 2/5/2026.
Well Review and Change of Well Location (private wells, parcels of 5 acres or less)
A private well on a parcel of 5 acres or less needs the county's well review. The county's Well Permits page states that Yavapai County reviews the well location before the application is referred to the Arizona Department of Water Resources. The county charges $225 for the well review and $225 for a change of well location, under the environmental fees adopted by the Board of Supervisors on 1/7/2026 and effective 2/5/2026. A well on a parcel larger than 5 acres falls outside the review scope described on that page.
Building Permit, Commercial Construction or Alteration (by total valuation)
Commercial construction or alteration in unincorporated Yavapai County needs a building permit from Yavapai County Development Services, Building Safety. The permit fee is set on the county's total valuation table, so it rises with the total cost of the project. Plan review is charged at 65 percent of the permit fee, and an inspection outside normal hours costs $150 with a two-hour minimum. The county's Building Permits page states that its permits are for the unincorporated areas; a business inside an incorporated city or town applies to that municipality for its building permit.
Sign Permit (on-premise, off-premise or temporary sign)
A business sign in the unincorporated areas of Yavapai County that is on-premise, off-premise or temporary needs a sign permit from Yavapai County Development Services. The county's adopted fee schedule, effective 1/6/2025, charges $200 for each sign of those types, so a business with several signs pays for each one. The fee is set per sign under the schedule adopted by the Board of Supervisors on 12/4/2024. The permit applies in the unincorporated areas, and signs inside incorporated cities and towns follow those municipalities' own requirements.
Special Event Permit, Non-Food (unincorporated areas)
A non-food special event in the unincorporated areas of Yavapai County, such as an outdoor sales event, arts and craft show, festival, concert, transient amusement event, race or fireworks display, is covered by the county's special event permit. The county's Special Event Permits page links a Special Event Fees Chart. The chart carries a Board approval date of 2/21/2012 under Resolution #1752 and an effective date of 3/21/2012, and its amounts are dated, so none are repeated on this record.
