About each permit

Certificate of Occupancy

No additional charge — the city's own current fee schedule states that a Certificate of Occupancy issued at the conclusion of code-required construction is included with the permit fee. A Temporary or Partial Certificate of Occupancy is $780 per request instead. A change-of-use certificate with no construction runs a $195 minimum plan-review fee plus a $195 minimum field-inspection fee ($390 total at minimum). An existing building seeking a retroactive certificate with no new construction pays a $150 review fee.

Sign Permit

Per the city's own current fee schedule (Phoenix City Code chapter 9, Appendix A.2, Part 8), a comprehensive sign plan application (for a multi-sign program) is $1,710. Individual signs are $98 each for most wall-type signs and $195 for a base ground sign, and an electric sign adds inspection charges.

Commercial Building Permit

Per the city's own current fee schedule (Phoenix City Code chapter 9, Appendix A.2), which includes a worked example: a $250,500 valuation project totals $2,512 in permit fees. Plan review is charged on top, at 100% of the permit fee for projects of $50,000 or less and 80% above that, with a $195 minimum.

Contractor Licensing — State ROC License Applies (Phoenix)

No city fee is listed for this step. The city's Permit Issuance Requirements document (TRT/DOC/00371) states that 'State and City law requires construction projects to be performed by State-licensed contractors' and that a State Contractor's License Number (A.R.S. § 32-1169) must be provided before the city issues a building permit; for building permits it lists no separate city contractor license. For fire prevention permits the same document also requires a Phoenix Fire Department Business Certificate under Phoenix Fire Code Sec. 105.9. A contractor doing business in Phoenix needs the state ROC license, covered at the state layer.
