City Building PermitCity of Fairbanks Building DepartmentA total construction permit fee is the building permit plus plan review plus a fire review component — the City states the formula as BP + PR + (FR1 or FR2). The building permit (BP) runs a valuation table: $17.00 from $1.00 to $500.00; $17.00 for the first $500 plus $2.25 per additional $100 to $2,000; $50.00 for the first $2,000 plus $10.00 per additional $1,000 to $25,000; $280.00 for the first $25,000 plus $7.00 per $1,000 to $50,000; $455.00 for the first $50,000 plus $5.00 per $1,000 to $100,000; $705.00 for the first $100,000 plus $4.50 per $1,000 to $300,000; $1,605.00 for the first $300,000 plus $7.00 per $1,000 to $500,000; and $3,005.00 for the first $500,000 plus $4.60 per additional $1,000. Plan review (PR) is seventy-five percent of the building permit fee. Fire review is twenty percent of the building permit plus plan review combined where the work includes fire suppression and alarms (FR1), or fifteen percent where it does not (FR2). A permit issuance fee of $35.00 applies. Working without a required permit carries a $750.00 penalty, and a change in occupancy without alteration is $340.00.not stated in the published fee attachment2026-09-14

Sign Permit (City electrical sign permit; free Borough sign zoning permit)only if it applies to youCity of Fairbanks Building DepartmentThe City's electrical sign permit is priced by sign type on Table 3B: a single cabinet sign attached to a building is $85.00; multiple cabinet signs attached to a building are $170.00; channel letter signs using individual letters instead of a cabinet enclosure are $20.00 per letter up to a maximum of twelve letters with an $85.00 minimum; a free-standing sign less than ten feet above grade is $85.00 and one more than ten feet above grade is $170.00. Table 3B adds a $35.00 issuance fee for each permit and, when plans are required before issuance, a plan check fee of seventy-five percent of the electrical permit fee. Installing a sign without a permit carries a $1,000.00 penalty. The Borough's sign zoning permit carries no charge: the FY27 Community Planning fee schedule lists zoning permits at 'No Charge' and has no separate sign line.the City permit becomes null and void if work is not commenced within 180 days or is suspended or abandoned for 180 days (Administrative Code 303.4)2026-09-14
Contractor Licensing — City Master Plumber License and Business License (Fairbanks)City of Fairbanks Building DepartmentThe City licenses one trade only. A master plumber pays $200.00 as a non-refundable application and examination fee and $200.00 for a three-year license per applicant, under FGC 14-294. Chapter 14 of the City Code contains no general contractor article. Every contractor working in the city nonetheless needs the general business license on gross receipts, and an out-of-town contractor with no premises in the Borough is caught by §14-602(b) on estimated contract receipts. The State of Alaska separately registers contractors under 12 AAC 02.180 at $100.00 to apply and $250.00 for the biennial certificate of registration, with a residential endorsement at a further $250.00, and requires bonding from $5,000 for a handyman up to $25,000 for a general contractor.the city master plumber license runs three years; the state contractor registration is biennial2026-09-14

About each permit

City Building Permit

The fire review component is what makes this schedule distinctive and it is easy to underestimate: it is charged as a percentage of the building permit and plan review combined, not of the permit alone, so a project with fire suppression pays twenty percent on top of a figure that already includes a seventy-five percent plan review uplift. On a $500,000 project that is a building permit of $3,005.00, plan review of $2,253.75 and fire review of $1,051.75. Valuation is comprehensive rather than shell-only: the City counts 'all finish work, landscaping, painting, roofing, electrical, plumbing, heating, air-conditioning, elevators, fire-extinguishing systems and other permanent equipment.' Trade permits are separate and carry their own tables — restaurants in particular should note a kitchen grease trap at $20.00 and a Type I hood exhaust system at $170.00 on the mechanical and plumbing schedules, each with an $85.00 minimum unit permit fee. Every trade table repeats the same $750.00 penalty for unpermitted work and an $85.00 per hour charge for out-of-hours inspection with a two-hour minimum. One geographic limit matters for anyone comparing sites: this permit exists only inside the city. The Borough's own FAQ states that it has not adopted a building code and that building permits are not required outside the cities of Fairbanks and North Pole, so a commercial project outside city limits needs no building permit and instead may need State Fire Marshal approval.

Certificate of Occupancy and Temporary Certificate Bond (City of Fairbanks)

No certificate fee applies: Section 308 of the Administrative Code, which creates the certificate, attaches no charge to it, and the City's published fee provisions listed below contain no certificate line. The certificate is unambiguously required — Administrative Code 308.1 provides that buildings 'shall not be used or occupied nor shall a change in the existing use or occupancy classification be made until the building official has issued a certificate of occupancy,' and the Building Department's inspections page adds that 'A final inspection and Certificate of Occupancy or Certificate of Completion is required prior to occupancy.' Section 308.3 conditions issuance on inspection and completion and names no fee: once the building official finds no violations 'and all work has been completed, the building official shall issue a certificate of occupancy.' Neither the Administrative Code's fee section 304, the fee attachment's list of other inspections and fees, nor the Schedule of Fees and Charges for Services effective June 14, 2026 — the newest the City publishes — contains a certificate line. Two occupancy-related costs do exist. A change in occupancy without alteration is $340.00, the figure a business taking over an existing space for a different use would expect to pay. And a temporary certificate, available where occupancy before completion poses no substantial hazard, requires a bond under 308.4 that 'shall be a minimum of $1000 or 1 percent of the total construction cost as stipulated on the permit application with a maximum amount capped at $10,000' — released once the outstanding work is completed and inspected, forfeited if that has not happened within one year. For additions, remodels and alterations, Section 309 allows a final letter of completion in lieu of a certificate.

Sign Permit (City electrical sign permit; free Borough sign zoning permit)

A sign in Fairbanks can need two permits, and this record formerly recorded only one. The City's is electrical in scope: Administrative Code 303.9 requires 'a separate sign permit' for 'the installation of any electrically energized sign which is either attached to a structure or is free standing.' Its channel letter pricing is the provision most likely to surprise — at $20.00 per letter capped at twelve letters, a business with a long name pays $240.00 while one with a short name pays the $85.00 minimum — and the $1,000.00 penalty for installing without a permit is substantially larger than the permit itself, and larger than the $750.00 penalty the City applies to unpermitted building work generally. The second is the Borough's sign zoning permit. Its commercial zoning permit application is titled 'COMMERCIAL / INDUSTRIAL / RESIDENTIAL (OVER 2 UNITS) / SIGN ZONING PERMIT APPLICATION' and lists 'New sign(s)' among the proposed work, and it publishes a stand-alone Commercial-Industrial Sign Application, revised July 1, 2026, whose submittal requirements call for a scaled site plan showing the 'Location and dimensions of all existing and proposed signs on site, except wall signs flat against the building,' the setbacks of free-standing signs and, next to residential zoning, which signs are illuminated and how. It costs nothing, because the FY27 schedule prices zoning permits at 'No Charge' with no separate sign line. The sign must also fit the district allowances in FNSBC 18.96.070: in the LC through ML districts, GC and the CBD included, these add to the residential-district allowances one sign per street lot line, or two where more than one principal use operates, signs flat against the building but not roof signs, and one temporary sign; and 18.96.070(A)(6) bars any sign not expressly permitted on a lot 'that does not have a principal use on the lot.'

Contractor Licensing — City Master Plumber License and Business License (Fairbanks)

Chapter 14 of the City Code, whose article list includes Article VIII (Plumbers), contains no general contractor article, and the Clerk's Licenses and Permits page lists no contractor license; master plumber is the single city trade license. What actually governs a contractor here is the permit system rather than a license: building, electrical, plumbing and mechanical permits each with their own table, a $35.00 issuance fee on each, an $85.00 per hour charge for out-of-hours inspection with a two-hour minimum, a $750.00 penalty for performing work without a required permit and a $1,000.00 penalty for installing a sign without one. The gross-receipts business license is the trap for visiting contractors: §14-602(b) requires it before delivery of services, priced on estimated contract receipts, from any business without an established premises in the Borough. And a contractor working outside city limits should know the permit regime changes: the Borough's own FAQ states that it has not adopted a building code and that building permits are not required outside the cities of Fairbanks and North Pole, while commercial work there may still need State Fire Marshal approval.
