Business licenses and permits in Lake County, Ohio
Lake County sits on Lake Erie east of Cleveland, with its seat at Painesville and Mentor as its largest city; other cities include Willoughby, Eastlake, Wickliffe and Willowick. Three county-level offices matter to a business. The Lake County General Health District, governed by its own Board of Health, states on its food safety page that 'All food businesses in Lake County are required by Ohio law to have a food service operation or retail food establishment license issued by Lake County General Health District (LCGHD)', and also licenses public pools and spas and approves tattoo and body piercing establishments, with every fee set in its Chapter 220 fee regulation. The Lake County Building Department, at 105 Main Street in Painesville, is 'responsible for the administration and enforcement of the applicable State of Ohio Building codes for residential, commercial, and industrial construction in its Jurisdiction', and its Jurisdictions handout lists these communities: Concord Township, Fairport Harbor Village, Grand River Village, Kirtland City, Kirtland Hills, Lakeline Village – Residential Only, Leroy Township, Madison Township, Madison Village, Mentor-on-the-Lake, Painesville City, Painesville Township, North Perry Village, Perry Township, Perry Village, Timberlake Village – Residential Only, Waite Hill – Residential Only, Wickliffe – All Commercial and Residential Electric Only, Willoughby Hills, Willowick. Mentor, Willoughby and Eastlake are not on that handout's list, so a business there checks with its city for building permits. The same department runs an annual contractor registration. The Lake County Auditor issues the vendor's license and the retail cigarette license. Zoning is handled community by community: the Building Department's 'LOCAL ZONING OFFICES' handout lists a zoning office for each township and municipality. Each city, village and township keeps its own permit, zoning and licensing rules on top of the county-level records here; the Building Department's contractor registration page puts it this way: 'Registration with the County does not take the place of any local municipal requirements, please check with the local municipality for any addition requirements.'
