About each permit

Water Recreation Facility (Pool / Spa) Permit to Operate

A gym, fitness studio or club that operates a swimming pool, spa, wading pool or spray pool anywhere in Spokane County needs a permit to operate from the Spokane Regional Health District. Under the 2026 fee schedule adopted by SRHD Board of Health Resolution #25-05 on October 30, 2025, the first pool or spa costs $1,350 for an annual permit or $820 for a seasonal one; a flow-through (non-recirculating) spray pool costs $670 annual or $350 seasonal; each additional pool, spa or wading pool at the same premises adds $575 annual or $350 seasonal, and each additional feature such as a water slide adds $385 annual or $235 seasonal. The schedule states that when a facility has both an annual and a seasonal pool, the annual pool is permitted first and the seasonal pool as the additional one, and that special-use pools are placed in a fee category individually. A facility employing a Certified Pool Operator receives a 20% reduction of the total fee, rounded up to the nearest $10, though SRHD may charge the full fee where there is a history of non-compliance, and flow-through splash pads are excluded from the discount. A studio without a pool, spa or water feature needs no permit under this program. These are the 2026 fee schedule amounts; a proposed 2027 schedule was before SRHD's Board of Health as of October 2026, so confirm with SRHD (509-324-1500) for any permit after 2026.

On-Site Sewage (Septic) System Application and Permit

A business whose premises are on a septic system rather than public sewer deals with the Spokane Regional Health District, which, in its own words, 'tracks and issues permits for new on-site sewage systems and changes to existing systems designed for single-family homes, small businesses, and apartment buildings (systems less than 3,500 gallons per day).' Under the 2026 fee schedule adopted by SRHD Board of Health Resolution #25-05 on October 30, 2025, a commercial system costs $1,220 for the application (including one plan resubmittal) plus $1,060 for the permit; a residential system is $1,000 plus $890; a limited modification or repair is $370 plus $370; and a building sewer is $370 plus $370. SRHD's program page states that once installed, systems 'are issued renewable permits for one or three years, depending on the on-site septic system type,' and that inspection and maintenance are required before renewal. The process is described in SRHD's On-Site Sewage System Application Packet. A business on public sewer does not use this permit. These are the 2026 fee schedule amounts; confirm with SRHD (509-324-1560 ext. 1) for any application after 2026, since a proposed 2027 schedule was before the Board of Health as of October 2026.
