About each permit

Home Business Permit (Type I minor / Type II major) — Planning Review

The county's 'Starting a business' page states that 'A permit might be required for home businesses in unincorporated Clark County', and that 'The review process depends on whether you are in the urban or rural area, and the impacts the business may have on the neighborhood.' It links to a Minor Home Business Permit and a Major Home Business Permit application. Clark County Code Table 6.110A.010, as amended through Ordinance 2025-10-05, prices the planning review in row I, 'Home Business—Planning Portion Only—See Engineering Fees for Additional Charges': $221 for an urban or rural Type I review and $1,990 for an urban or rural Type II review, each with a $53 issuance fee. Engineering charges are billed in addition. Footnote 4 of the table, attached to the Home Business row, reads 'No sign fee required', so the separate $368 planning sign fee in row Z is not charged for a home business sign. A home business inside one of the cities listed on the county's Permit Center Locations page follows that city's own home occupation rules. Contact the Permit Center at 564.397.4078.

Commercial Building Permit, Plan Review and Certificate of Occupancy Fees

Clark County Community Development's Permit Center issues building permits under the fees in Clark County Code Table 6.140.030-1, which as published lists Section 2 of Ordinance 2018-10-02 as its last amendment. A commercial permit carries a $94 issuance fee plus a fee on the project's total valuation, from $150 for work up to $5,000 to $22,125 plus $2.00 per $1,000 over $5,000,000, and commercial plan review adds 65% of the permit fee. A business that changes occupancy without construction pays $98.50 for a business-change-only certificate of occupancy, or $436.50 for a business move-in only. Mechanical and plumbing permits each carry their own $94 issuance fee plus item fees in the same table; for example, plumbing fixtures cost $192 for up to five and $35 for each additional fixture. The Permit Center page states that 'Clark County does not issue electrical permits' and sends applicants to the Washington State Department of Labor and Industries. The county's Permit Center Locations page lists separate offices for Vancouver (building and zoning, 360.487.7833), Battle Ground, Camas, La Center, Ridgefield, Washougal and Yacolt, apart from the county Permit Center; a business inside one of those cities contacts that city's office about building permits. Permit Center: 564.397.4078, appointment required for in-person service.

Sign Permit (Planning Review and Building Sign Permit)

A business putting up a sign through the Clark County Permit Center pays two code-set fees. Clark County Code Table 6.110A.010, as amended through Ordinance 2025-10-05, prices the planning sign review in row Z at $368 plus a $53 issuance fee. Table 6.140.030-1, the building fee table as amended through Ordinance 2018-10-02, prices the building sign permit at $250 for one freestanding sign, $150 for a single fascia (wall) sign, and $250 for multiple signs applied for, issued, installed and inspected for one tenant under one permit, with a maximum of three inspections. Footnote 4 of Table 6.110A.010, attached to the Home Business row, reads 'No sign fee required', so the $368 planning sign fee is not charged for a home business sign. The county's Permit Center page states that Title 40 'contains all regulations relating to property development in unincorporated Clark County', and its Permit Center Locations page lists separate offices for Vancouver, Battle Ground, Camas, La Center, Ridgefield, Washougal and Yacolt; a business inside one of those cities contacts that city about its sign. Permit Center: 564.397.4078.
