About each permit

Mobile Food Unit Permit (Food Truck / Food Cart)

A food truck, trailer or cart operating in Utah County needs its own annual Mobile Food Unit Permit from UCHD, priced by tier under the 2026 fee schedule: a Food Truck Primary Permit is $350 at Tier One or $500 at Tier Two, and a Food Cart Permit is the same $350 or $500 by tier. Each mobile unit needs its own permit, and plan review is billed separately (see the Food/Mobile-Unit Plan Review record). A temporary food or event permit applies instead when the same unit operates only at a single short event rather than on an ongoing basis (see the Temporary Food / Event Permit record). Where a unit may park is set by the applicable city or, in unincorporated Utah County, by county zoning, not by UCHD.

Food / Mobile-Unit Plan Review

Before a restaurant, coffee shop or mobile food unit is newly built, remodeled or changes ownership in Utah County, UCHD reviews the plans and charges a one-time fee under the 2026 fee schedule: $570 for a mobile business, $440 to $1,030 across four plan-review categories depending on the scope of the project, $250 for remodeling an existing kitchen, $260 for a change of ownership, and $650 for a school kitchen. Plan review approval is a prerequisite to the annual Food Establishment Permit or Mobile Food Unit Permit recorded separately for Utah County, and to the pre-operational inspection UCHD performs before a new or remodeled food business opens.

Onsite Wastewater (Septic) System Permit — commercial

Any commercial business on a septic system anywhere in Utah County — a restaurant, retail store, childcare facility, fitness studio, veterinary clinic, auto-repair shop, salon, or a contractor installing the system — needs a permit from UCHD before installation. A standard system permit and plan review is $1,800, including the state fee, and an Alternative at Grade or Alternative Packed Bed Media system costs more ($1,985 and $2,170 respectively, each including the state fee), with the Packed Bed Media system and a Holding Tank Installation each also carrying an additional $100-a-year fee. Site evaluation before design is $310, a repair permit and inspection is $100 (plus $100 for each additional visit), and abandoning a septic tank is $105. These are the 2026 UCHD fee-schedule figures, current county-wide.

Food Establishment Permit (annual)

A restaurant or coffee shop preparing or serving food anywhere in Utah County needs an annual food establishment permit from the Utah County Health Department (UCHD), Environmental Health. UCHD is Utah County's own single-county local health department — one of seven single-county departments among Utah's thirteen local health districts, not a field office shared with any neighboring county. The 2026 fee schedule prices the permit by risk category: $250 at Risk 1 (minimal preparation), $350 at Risk 2, $475 at Risk 3, and $640 at Risk 4 (the highest-risk preparation methods, such as cooking with cooling and reheating). Plan review before construction, remodeling or a change of ownership is billed separately under the separate Utah County Food/Mobile-Unit Plan Review record. Alcohol service itself is licensed by the State of Utah (DABS) and, for on-premise beer service, by the county's own beer license, not by UCHD.

Temporary Food / Event Permit

A food truck, restaurant or coffee shop operating at a fair, festival or other one-off event in Utah County needs a temporary food or event permit rather than the annual permit used for an ongoing location. The 2026 fee schedule prices a 1-to-14-day event at $102, an extended temporary permit for an event held under tents at $310, and a temporary seasonal permit also at $310; submitting under 4 business days before the event adds a $50 late fee. A temporary mass gathering of 1,000-1,999 people is $300 and 2,000 or more is $410, with the late fee doubled for an application filed under 30 days before the event. This permit is separate from the ongoing Food Establishment Permit and Mobile Food Unit Permit records for Utah County, which apply to a business's regular, non-event location or unit.

Swimming Pool / Spa Operational Permit

A fitness studio or gym operating a swimming pool, spa or hot tub in Utah County needs an operating permit from UCHD: $675 a year for a seasonal permit or $1,135 for a year-round permit under the 2026 fee schedule. Additional fees apply for specific events: a $95 reopen fee, a $150 plan-review resubmittal fee, a $125 fee for using a registered maintenance company, a $125 re-sample fee, and remodel plan review priced in four tiers from $390 to $1,750 depending on scope. A studio with no pool, spa or hot tub needs no permit under this program.

Residential Care / Home Daycare Kitchen Inspection

A home-based daycare or residential-care kitchen in Utah County is inspected by UCHD for $85 per inspection under the 2026 fee schedule, listed on the Department's own program page as its 'Home Daycare or Residential Care' inspection category. This inspection is separate from the state Office of Licensing's own child care program license, which sets its own center- and residential-program licensing thresholds and is recorded at the state layer.

Tobacco Retailer Permit

A retail store selling tobacco or e-cigarette products in Utah County needs a Tobacco Retailer Permit from UCHD: $30 for a new permit, $20 to renew, and $30 for a new Retail Tobacco Specialty Business Permit (a store where tobacco is the primary product line). A specialty business also pays a $250 plan-review fee, and reinstating a lapsed permit is $30. These are the 2026 UCHD fee-schedule figures, current county-wide.

Body Art Permit

A salon that also offers body art or piercing services in Utah County needs a Body Art Permit from UCHD in addition to its general business license: a Temporary Body Art Permit, which includes one workstation, is $190, with plan review of $260 and $40 for each additional workstation. Each technician performing body art registers separately for $20 a year, and a follow-up inspection is $140. A salon offering only hair, nail or skin services with no body art or piercing needs no permit under this program.
