About each permit

Building Permit and Plan Review (Unincorporated Lane County)

Lane Code 11.015(1) states that 'Permits are required for all work covered by the Building Codes of Lane County' except where the county's code designates the work exempt, and 11.015(2) states that building permit fees are those the Board establishes under ORS 455.210 and 479.845. Under Lane Code 11.025 and 11.026, the cities of Springfield and Eugene administer building regulations on urbanizable land inside their urban growth boundaries, so this county permit applies in the rest of unincorporated Lane County. The figures are from Ordinance 26-04, enacted July 14, 2026, and the Land Management Division's Building Fees sheet effective September 1, 2026, which carry the same base fees: $122.00 for a valuation of $1 to $500; structural plan review 65% and fire / life safety plan review 40% of the building permit fee; change of occupancy inspection $385.00; commercial temporary certificate of occupancy 10% of the building permit fee; minimum mechanical, plumbing and electrical permits $121.00 each; commercial plumbing fixtures $26.00 each; plumbing plan review 30% and electrical plan review 25% of the respective permit fee. Fees for larger valuations are set out on the county's Building Fees sheet.

Home Occupation Land Use Approval (Rural Residential Zone, Unincorporated Lane County)

In the Rural Residential (RR) zone, Lane Code 16.290(3) allows a home occupation subject to prior approval of a land use application under the Type II procedures of Lane Code Chapter 14. The code requires the business to operate substantially in the dwelling or other buildings normally associated with uses in the zone and limits its floor area to 3,000 square feet outside an unincorporated community or 4,000 square feet inside one. Under 16.290(3)(f), an approval is 'valid until December 31 of the year following the year that the application was initially approved', and a home occupation that keeps to its conditions 'will receive a two-year extension' on a written renewal request. The county's Planning Fees sheet effective September 1, 2026 lists Home Occupation at $3,707.36 and Home Occupation Renewal at $379.44; the sheet states that its planning fees include the county's planning surcharges, on base fees of $2,787 and $279 set by Order 26-07-14-17 (adopted July 14, 2026). This record covers the RR zone text; other zones have their own Lane Code sections.

Onsite Septic (Subsurface Sanitation) Site Evaluation and Permits

A business on a property without public sewer needs an onsite septic system approved through the Land Management Division; a site on a public sewer has no septic permit. The Oregon DEQ's Residential Septic Permitting page states that 'In Oregon's other 33 counties, DEQ has contracts with local jurisdictions for residential and small business septic permitting', outside the three counties served from DEQ's Medford office. The base fees are as published on the county's Sanitation Fees sheet effective September 1, 2026 and set by Order 26-07-14-17 (adopted July 14, 2026): site evaluation $949; commercial evaluation $245 for each 500 gallons over the first 1,000; standard installation permit $1,409; commercial facility system plan review $514 for a daily flow of 600 to 1,000 gallons plus $92 per additional 500 gallons up to 2,500; alteration $1,027 major or $437 minor; repair $751 major or $357 minor; authorization notice $870 with a site visit or $226 without; existing system evaluation report $895.
