About each permit

Commercial Plan Approval and Building Permit (Ohio Building Code)

Building, remodeling or changing the use of a commercial space covered by the Mahoning County Building Inspection Department needs plan approval and a permit from it under the Ohio Building Code; the department has held commercial certification from the Ohio Board of Building Standards since 'on or about March 1, 1985', per the Building Regulations. The county's Building Inspection page states that the department 'has adopted the Mahoning County Building Regulations and the Building Department Fee Schedule, effective December 19, 2009', and links both. The figures above are as printed in that fee schedule. Most commercial fees use the Construction Cost Index Method: 'Affected Gross Building Area X Square foot Construction Cost X Base Rate = Fee', with the base rate '.0025 as established by the Mahoning County Board of Commissioners'. The schedule states that the CCIM 'uses a nationally recognized square foot construction cost schedule (commercial)' and that the cost schedules 'may be adjusted annually if needed and implemented on January 1st of each year'. It also states that 'All commercial plan approvals and permits are subject to a 3% State assessment fee (based on the total of all charges)', and that work started without approval or a permit costs '200% of permit fee plus permit fee'. The Building Regulations apply to work 'within the jurisdictional area of the Mahoning County Building Department'; contact the department at 330-270-2894 to confirm that a site falls in that area.

Commercial Specialty Trade Contractor Registration (HVAC, Electrical, Hydronics, Refrigeration)

A commercial HVAC, electrical, hydronics or refrigeration contractor working in Mahoning County registers with the Mahoning County Building Inspection Department. Building Regulations §4.1.1 states that no person shall engage in those commercial trades 'within Mahoning County without first becoming registered', and that these contractors 'must be licensed by the State of Ohio by testing and are therefore exempt from licensing in the County but required to be registered only in Mahoning County.' The fee is as printed in the Building Department Fee Schedule under 'SPECIALTY TRADE REGISTRATION AND LICENSURE: (Chapter 4 fees)': $100.00 for the non-refundable registration application and for 'Electrical, HVAC, Hydronics, Refrigeration contractor renewals', with 'Late filing for renewal: (required after Dec 31st thru Jan 31st) 25.00 + renewal fee'. Under §4.10, registrations expire on December 31 and renewal needs proof of insurance and 'five (5) hours per year of continuing education (CE) in the National Electrical Code (NEC)'. The schedule sets a first violation at up to $500.00. Plumbing contractors register with the health district instead. The Building Regulations apply to work 'within the jurisdictional area of the Mahoning County Building Department'; contact the department at 330-270-2894 to confirm that a site falls in that area.
