About each permit

Tattoo / Body Piercing (Body Art) Business Approval

A salon or studio in Licking County that offers tattooing or body piercing needs approval from the Licking County Health Department. LCHD's Environmental Health page states that 'LCHD regulates the operation and maintenance of body art facilities' and quotes ORC 3730.02, that no person shall 'Operate a business that offers tattooing or body piercing services unless a board of health has approved the business under Section 3730.03 of the Revised Code'. The page adds that 'A licensed facility is required to show the public, if requested, including cosmetic procedures such as microblading or permanent cosmetics', and it links LCHD's Body Art Plan Review Application. The Board of Health approved new Food Safety Program fees on January 20, 2026; LCHD's body art amounts, like its food amounts, are not published on the health department's website, so contact LCHD Environmental Health at (740) 349-6475 for the current fee. A hair, nail or beauty salon offering no tattooing, piercing or permanent cosmetics is outside this record.

Plumbing Contractor Registration

A plumbing contractor working in Licking County registers with the Licking County Health Department. LCHD's Environmental Health page states that 'Plumbers must be registered with the Health Department before conducting business in the county' and that 'a plumbing permit is required for all new residential and commercial plumbing installed.' Section 3(a) of the Licking County Plumbing Regulations, adopted by the Board of Health on December 9, 2015, provides that 'No person shall work as a plumbing contractor in the Licking County General Health District unless they have registered', Section 3(e) leaves the fee to the amount 'approved by the Board of Health', and Section 3(f) ends each registration 'at twelve midnight on December 31st of the year during which such registration was issued'. The $250.00 figure is as published on LCHD's Plumbing Contractor Registration Form, dated 8-17-23 and linked from the Environmental Health page; the Board's fee resolution itself is not published online. The form requires a certificate of insurance of at least $100,000 for injury to persons and $100,000 for damage to property, and states that 'COMMERCIAL WORK REQUIRES A CURRENT COPY OF STATE OF OHIO LICENSE WITH ID#'. On other contractor trades, the Building Code Department's letter dated February 6, 2025 states that 'our office does not have any contractor registration and/or licensing program for residential or non-residential contractors working within Licking County.'

Food Service Operation / Retail Food Establishment License

A restaurant, coffee shop, grocery, convenience store or other business that serves or sells food in Licking County is licensed and inspected by the Licking County Health Department. LCHD's Food Safety Program page states that 'The Health Department conducts inspections of all the Food Service Operations (FSOs) and Retail Food Establishments (RFEs) in Licking County', and explains that FSOs are 'traditional restaurants and school cafeterias where the food is eaten on-site, while RFEs normally consist of convenience stores, carryout and delivery-only restaurants, and supermarkets.' The license runs on an annual license year: the Board of Health's signed January 20, 2026 minutes state that 'Food service renewals are due by March 1', and its February 24, 2026 minutes report that 'the food license renewal year concludes on March 1st.' The Licking County Board of Health approved new Food Safety Program fees on January 20, 2026, as recorded in the Board's signed minutes of that meeting, and the amounts are not published on the health department's website; contact LCHD Environmental Health at (740) 349-6475 or environmental@lickingcohealth.org for the current fee. The same page notes that the Ohio Uniform Food Safety Code requires person in charge certification on each shift for operations initially licensed after March 1, 2010.

Mobile Food Service Operation / Mobile Retail Food Establishment License

A food truck, concession trailer or other mobile food unit in Licking County is licensed by the Licking County Health Department. LCHD's Food Safety Program page states that its staff 'inspects mobile FSOs and RFEs selling food at festivals and other events around the county, including concession trailers and food trucks.' The department's Mobile Plan Review Application, dated 04-2026, opens with a 'MOBILE LICENSING INFORMATION' section naming the license holder and the mobile licensing address, and asks for the menu and an equipment list. The Licking County Board of Health approved new Food Safety Program fees on January 20, 2026, as recorded in the Board's signed minutes of that meeting, and the amounts are not published on the health department's website; contact LCHD Environmental Health at (740) 349-6475 or environmental@lickingcohealth.org for the current fee.

The Food Safety Program page adds that LCHD inspects 'temporary food facilities, which are commonly set up at a special event for a limited time.' The Licking County Board of Health approved new Food Safety Program fees on January 20, 2026, as recorded in the Board's signed minutes of that meeting, and the amounts are not published on the health department's website; contact LCHD Environmental Health at (740) 349-6475 or environmental@lickingcohealth.org for the current fee.

Public Swimming Pool / Spa License

A gym, fitness club or studio in Licking County that runs a public swimming pool or spa needs a license from the Licking County Health Department. LCHD's pools page states that 'LCHD licenses and inspects public swimming pools, spas, spraygrounds, and bathing beaches', testing for disinfectant levels, pH, alkalinity and water clarity, and its Environmental Health page adds that summer pools are inspected monthly during the operating season and indoor pools once every 4 months. The pools page describes LCHD's Enhanced Enforcement Program as mandated by Ohio Administrative Code Chapter 3701-31. The Board of Health approved new Food Safety Program fees on January 20, 2026; LCHD's pool and spa license amounts, like its food amounts, are not published on the health department's website, so contact LCHD Environmental Health at (740) 349-6475 for the current fee. A studio without a pool or spa has no pool license to obtain.
