About each permit

Commercial Building Permit (Non-Residential Plan Approval)

New construction, an addition, a tenant finish or a remodel of a commercial building in the area the county serves goes through the Butler County Building & Zoning Division, whose page states that it is 'responsible for enforcing the building code, electrical code and zoning regulations for the unincorporated areas of Butler County.' The application is the county's 'APPLICATION FOR NON RESIDENTIAL PLAN APPROVAL (OBC 107.2).' The Commercial Permit Procedures (2023) list a '$30.00 application fee' and require a 'Zoning Certificate & letter from Fire Department,' with all four sets of construction plans stamped by the township, and price a revision at '$206.00'; the current Revision Application prints 'Commercial Fee: $206.00' and the 2026 Demo Application prints Commercial $100.00. The per-square-foot rates, certificate of occupancy fees and electrical fees above are from the Department of Development fee schedule last updated 19 November 2013, which is still the document behind the Building & Zoning page's 'Fees' link; the commercial revision fee is printed on the current Revision Application rather than on that 2013 schedule. Inspections are booked at least one business day ahead, and the procedures state 'We do not do same day inspections.'

Zoning Certificate (County Rural Zoning Resolution Areas)

A business building, expanding or changing a site in the townships and villages where the county administers zoning needs a county zoning certificate, and the Commercial Permit Procedures list a zoning certificate as a prerequisite to a commercial building application. The county's Zoning Jurisdiction page states that the Department of Development 'enforces the Butler County, Ohio Rural Zoning Resolution' in Hanover, Lemon, Madison, Milford, Oxford and Ross townships, and that the Building & Zoning Division also enforces zoning in Reily Township and the villages of Millville, New Miami and Seven Mile, where zone changes and variances are approved by the township or village. The same page lists the townships of Fairfield, Liberty, Morgan, St. Clair, Wayne and West Chester, six cities and the village of College Corner as jurisdictions that 'enforce their own zoning codes,' so a business there applies to that township or municipality instead.
