About each permit

Retail Food Establishment Re-Inspection Fee (County Health Department Member Towns)

This is a county re-inspection charge, not a license. Section V of Monmouth County Board of Health Ordinance 1-2020 states that the Board of Health does not charge fees for the initial inspection of retail food establishments, and sets re-inspection fees of $100.00 for the first re-inspection, $250.00 for a second re-inspection within two years and $500.00 for a third re-inspection within two years. The ordinance defines a re-inspection as one performed because conditions found at an initial or routine first inspection did not meet applicable standards. It states that failure to pay within thirty days of the fee notice results in a summons to municipal court and a penalty of not less than $100.00 in addition to the re-inspection fee. The Consumer Public Health page states that food establishments within the Department's jurisdiction are inspected at least once per year. The fee applies only in the 34 member municipalities listed on the Health Department's About page: Aberdeen, Allentown, Asbury Park, Atlantic Highlands, Avon, Belmar, Bradley Beach, Eatontown, Englishtown, Farmingdale, Hazlet, Highlands, Holmdel, Howell, Keansburg, Keyport, Lake Como, Little Silver, Manasquan, Marlboro, Matawan, Middletown, Millstone, Neptune City, Neptune Township, Oceanport, Ocean Township, Red Bank, Roosevelt, Shrewsbury Borough, Shrewsbury Township, Union Beach, Upper Freehold and West Long Branch. Freehold Borough is served by the Freehold Area Health Department, according to that department's own page. The food license itself is issued by the municipality.

Childcare/Preschool Immunization Re-Inspection Fee (County Health Department Member Towns)

This is a county re-inspection charge, not a license. Monmouth County Board of Health Ordinance 1-2020 states that the Board of Health enforces N.J.A.C. 8:57-4, "Immunization of Pupils in School", to ensure that children are up to date on mandated vaccinations before attending childcare and preschools. Section V states that there is no fee for the initial inspection of childcare centers and preschools, and sets Childcare/Preschool Immunization Re-Inspection fees of $100.00 for the first re-inspection, $250.00 for a second within two years and $500.00 for a third within two years. Unpaid fees after thirty days lead to a municipal court summons and a penalty of not less than $100.00, per the same section. The fee applies only in the 34 member municipalities listed on the Health Department's About page: Aberdeen, Allentown, Asbury Park, Atlantic Highlands, Avon, Belmar, Bradley Beach, Eatontown, Englishtown, Farmingdale, Hazlet, Highlands, Holmdel, Howell, Keansburg, Keyport, Lake Como, Little Silver, Manasquan, Marlboro, Matawan, Middletown, Millstone, Neptune City, Neptune Township, Oceanport, Ocean Township, Red Bank, Roosevelt, Shrewsbury Borough, Shrewsbury Township, Union Beach, Upper Freehold and West Long Branch. Freehold Borough is served by the Freehold Area Health Department, according to that department's own page.

Public Recreational Bathing Facility (Pool/Spa) Plan Review Fee (County Health Department Member Towns)

This is a county plan review charge, not a license, and applies to a fitness studio only if it operates a swimming pool or hot tub/spa; a studio without a pool or spa has no bathing facility plan review. Section VI of Monmouth County Board of Health Ordinance 1-2020 sets the Public Bathing Facility New Facility/Plan Review fee at $150.00 and the Facility Plan Revision fee at $50.00. The Health Department's plan review application lists the same figures ("New Facility: $150 Revision: $50") and states that the plan will not be reviewed before the fee is received. The form states: "The Monmouth County Health Department does not license or issue permits. All licenses and permits are issued by the municipality in which your facility operates." The Consumer Public Health page states that recreational bathing sites are inspected at least twice during the operating season. The fee applies only in the 34 member municipalities listed on the Health Department's About page: Aberdeen, Allentown, Asbury Park, Atlantic Highlands, Avon, Belmar, Bradley Beach, Eatontown, Englishtown, Farmingdale, Hazlet, Highlands, Holmdel, Howell, Keansburg, Keyport, Lake Como, Little Silver, Manasquan, Marlboro, Matawan, Middletown, Millstone, Neptune City, Neptune Township, Oceanport, Ocean Township, Red Bank, Roosevelt, Shrewsbury Borough, Shrewsbury Township, Union Beach, Upper Freehold and West Long Branch. Freehold Borough is served by the Freehold Area Health Department, according to that department's own page.

Animal Facility (Pet Shop) Plan Review Fee (County Health Department Member Towns)

This is a county plan review charge, not a license, and applies to a retail store only if it operates as a pet shop. Section VI of Monmouth County Board of Health Ordinance 1-2020 sets Animal Facility Operations (N.J.A.C. 8:23A) fees of $150.00 for a new facility plan review with cats or dogs, $100.00 for a new facility plan review without cats or dogs, and $50.00 for a facility plan revision. N.J.A.C. 8:23A-1.1 defines "Facility" as "any kennel, pet shop, shelter or pound". The Health Department's R2 guidance for boarding kennels states that operators must apply to the municipal government for a license and that licensure requires an inspection by the local health department. The fee applies only in the 34 member municipalities listed on the Health Department's About page: Aberdeen, Allentown, Asbury Park, Atlantic Highlands, Avon, Belmar, Bradley Beach, Eatontown, Englishtown, Farmingdale, Hazlet, Highlands, Holmdel, Howell, Keansburg, Keyport, Lake Como, Little Silver, Manasquan, Marlboro, Matawan, Middletown, Millstone, Neptune City, Neptune Township, Oceanport, Ocean Township, Red Bank, Roosevelt, Shrewsbury Borough, Shrewsbury Township, Union Beach, Upper Freehold and West Long Branch. The county's Board of Health Ordinances page lists 1-2020 as the current Fee Schedule Ordinance and 3-2017 under previous ordinances. The Health Department's plan review form (dated 5/2/2019) cites Ordinance 3-2017, whose retail food figures are the same, and states that the fee is determined by the establishment's risk type as defined in N.J.A.C. 8:24-1.5 and that the plan "will not be reviewed prior to receipt of the fee".
