Commercial Building Permit and Plan Review (new build, upfit, change of use)

Building out, upfitting or changing the use of a commercial space in Gaston County takes a building permit and commercial plan review from Building Inspections in Building & Development Services. The Building Inspections page states that the department 'enforces State Building Codes for various project types for all the unincorporated areas of the County and the incorporated areas of' the municipalities it lists: Belmont, Bessemer City, Cherryville, Cramerton, Dallas, Dellview, Gastonia, High Shoals, Lowell, McAdenville, Mount Holly, Ranlo, Spencer Mountain and Stanley. Kings Mountain lies partly in Gaston County and is not on that list. The fee follows a valuation table; the schedule states that valuation 'is determined by the Valuation Tables Per Square Foot cost set in current ICC or stated contract price, whichever is greater.' Commercial plan review adds 20% of the permit fee for the first review, re-reviews run $90.00 to $720.00 by building size, and every permit except demolition carries a $15.00 technology fee. A restaurant, coffee shop or store in Gaston County applying to the State of North Carolina for an ABC permit, in an existing building without an active building permit, can get the required building inspection from Gaston County Building Inspections for $180.00. The county's ABC License Inspection Request form (REVISED 05/2025) states: 'This application can be used when a building inspection is needed in order to submit for ABC licensure with the State of North Carolina and there is no active building permit associated with the project location.' The form encourages applicants inside a municipality to contact that municipality's zoning office as well. The schedule's 'ABC Permit' line covers existing buildings with no active building permit and includes one inspection trip by the electrical/mechanical inspector and one by the building/plumbing inspector. The county's Day Care & Group Home License Inspection Request form (REVISED 08/2024) says it is for 'day care license inspection for existing day cares that may be changing ownership OR new day care facilities that wish to have a separate inspection from the building inspection(s) that occur as part of a new build or remodel', and states 'Written approval required from appropriate Zoning office'. The schedule line reads 'Day Care Licensing Inspections Only', with remodeling a separate cost.
