About each permit

Mobile Food Vendor Conditional Use (Unincorporated DeSoto County)

The DeSoto County Zoning Ordinance (revised 11-5-2025) lists "Mobile Food Vendors" among the conditional uses, approved by the Board of Adjustment, in its agricultural, residential, commercial and industrial districts, each time with the same conditions: the applicant secures all necessary approvals from the Department of Health; provides a plan for bathrooms and public parking; secures a business license through the DeSoto County Tax Collector's office; and secures a Use and Occupancy approval for each vendor. "Vendors are limited to 12 times per year within all phases of a single subdivision and must be located on private property or on common open space." Civic and nonprofit organizations, churches and religious organizations holding a carnival, general sale, fair, auction or similar activity may apply to the Board of Supervisors for an allowance of mobile food vendors. The state Department of Health food permit is a separate requirement.

Use and Occupancy Approval (Building Occupancy Checklist)

The $25 fee is stated on the county's Building Occupancy Checklist (Application for Building Occupancy, last uploaded March 11, 2025): "$25 fee is due prior to inspections". The checklist covers a new building, an existing building or a portion of one, and runs in four steps: the Planning and Development Department checks the zoning and whether the business is allowed at the location, then the Building Inspector and the Fire Inspector sign off, and the last step is the business license. A building permit is required for any changes to the building and must be issued before work starts. The checklist lists the 2018 International Building, Plumbing and Mechanical Codes, the 2017 National Electrical Code and the 2018 International Fire Code. Questions go to the Office of Planning and Development, 662-469-8023.

Building, Electrical, Mechanical and Plumbing Permits (Unincorporated DeSoto County)

The county's Planning & Building page says its building personnel handle "processing building permits and conducting on-site inspections of all commercial, residential, and industrial building". Per the Permits page, applications can be made through the DeSoto County Citizen Self Service Portal, and electrical, mechanical and plumbing permit applications can be downloaded and mailed to the Planning and Building Department, 365 Losher Street, Suite 200, Hernando, MS 38632, with a check, or brought to the office to pay by cash or card; "All permit applications will be reviewed by staff prior to issuance of a permit." The Building Occupancy Checklist states that a building permit is required for any changes to the building before work starts. This covers unincorporated areas only; the five municipalities issue their own permits.

County Building Contractor's License

The figures are stated on the county's Building Contractor's License form (Planning & Building Department, last uploaded July 26, 2019): "PLEASE COMPLETE THIS FORM AND RETURN WITH YOUR FEE OF $50.00", with a bond "payable to DeSoto County" "in the amount of $10,000" that names the company and the licensee. The form is worded as a renewal: "Your license renewal fee and bond will be due ON OR BEFORE your current county license expiration date. This bond and fee is due each calendar year." It asks for both the county license number and the state license number and lists the designated signatures allowed to pull permits. The form states no separate first-time fee; contact the Planning and Building Department, 662-469-8023, before a first application. The Board of Supervisors order behind the fee is not published on the county's website. The Mississippi State Board of Contractors license is a separate requirement, recorded at the state layer; the bond premium is set by the surety company.

County Electrical, Mechanical and Plumbing Contractor License

The figures are stated on the county's three trade forms (Application for Licensed Electrical, Mechanical and Plumbing Contractor, each "Revised 8/2014", issued by the "COUNTY BUILDING DEPARTMENT – LICENSE DIVISION"): "APPLICATION FEE: $25.00 RENEWAL FEE $30.00" and "Must have a $5,000.00 bond in the licensee name made payable to DeSoto County." The applicant asks the "DeSoto County License Commission to inquire into the qualification of" the licensee, states whether they have been a "master" licensee, and applies "pursuant to the provisions of an order passed by the DeSoto County Board of Supervisors dated October 6, 1965". That order is not published on the county's website, and the forms date from 2014; contact the Planning and Building Department, 662-469-8023, to check the current amounts before applying. Each trade is a separate license on its own form. State contractor licensing is recorded at the state layer.
