About each permit

10-Day Temporary Food Stand License

A restaurant, coffee shop or other operator running a food stand for 10 days or less, such as at a carnival or community event, needs this county license. The county's food-truck page describes it as a license "for people operating a food stand for 10 days or less" and states that "This license is NOT available for food trucks"; trucks use the mobile food unit licenses instead. The application and fee must reach Environmental Services at least 14 days before the event, and the application form states the license is good for up to 10 days from February 1 to January 31 of the licensing period. The base fee is set per event and quoted by Environmental Services on request; the form adds a possible $25 late fee for an application received less than 14 days in advance. The page also asks operators to contact the city where the event takes place for any additional requirements.

Public Swimming Pool / Spa License

Ordinance 2022-3, adopted September 13, 2022 and listed on the county's current ordinance page, requires each public swimming pool located within Anoka County to be licensed (§3.1). A fitness studio or gym with a pool, spa or hot tub open to members needs this license; a studio without a pool or spa has no pool license to obtain. Licenses expire on the last day of March, and renewal applications are due before March 1. Section 10.1 leaves the fee to the County Board, which sets it by resolution; contact Environmental Services at 763-324-4260 for the current figure.

Food Establishment License (Classes I–IX)

Anoka County Public Health and Environmental Services licenses and inspects food service establishments under Ordinance 2022-2, adopted by the County Board on September 13, 2022 and listed on the county's current ordinance page. The ordinance requires a license (§2.7), sets a license year of February 1 through January 31 (§2.8) and sorts establishments into Classes I to IX (§2.9), beginning with Class I for beverage service only and with mobile food units, seasonal food stands and food carts in Class VII. Under §2.10 the fee depends on the establishment's size and license class; contact Environmental Services at 763-324-4260 for the current figure. The county's Food Service Establishments page states that grocery stores, convenience stores, bakeries, meat processing and candy-making businesses are regulated by the Minnesota Department of Agriculture rather than the county. Under the ordinance, plans for new construction or a remodel go to the county for review before work begins. The city where the restaurant or coffee shop sits runs its own business license, zoning and building permits in addition to this county license.

Mobile Food Unit License (annual)

Anoka County's Temporary Food Stands, Food Trucks & Food Carts page states that "All temporary food stands, food trucks and food carts must be licensed in Anoka County", and the county's temporary MFU application states that a unit operating more than 21 days in Anoka County must obtain an annual license. For the annual license the unit must go through plan review or a pre-licensing inspection, pass a pre-opening inspection, and comply with the Minnesota Food Code, including hot and cold running water under pressure in every month. The page states that "Three-, six- and twelve-month options are available. ($116.25 - $465.00)"; that range is the county's own published figure and the page does not assign an amount to each option, so contact Environmental Services (763-324-4225 for annual MFU licensing, or 763-324-4260) for the amount that applies. A mobile food unit licensed by the Minnesota Department of Agriculture is listed on the same page among the items that do not require an Anoka County license. Each city sets its own rules on where a truck may park and operate.

Retail Tobacco License (where a city or town does not license)

Anoka County's Tobacco Sales Ordinance (Ordinance 2018-10, adopted October 9, 2018, and listed on the county's current ordinance page) applies, under §1.3, "to those portions of the county in which a city or town does not license retail tobacco sales." Section 4.1 states: "Unless a location is licensed by the city or town to sell tobacco, no person shall sell or offer for sale, or otherwise distribute, any tobacco, tobacco product, or tobacco related device at any location in the county without having a valid license from the county." A store, restaurant or coffee shop selling tobacco therefore holds either its city's or town's tobacco license or, where the city or town does not license, the county's. Under §4.5 only fixed-location businesses are eligible. The license year runs September 1 to August 31 (§4.4) and renewals are due by July 31 (§4.7). Current state law in Minn. Stat. §461.12 governs retail tobacco sales; check with the county office or your city for which license applies at your address.

Temporary Mobile Food Unit License (up to 21 days)

A food truck or trailer that already holds a mobile food unit license from another Minnesota agency can operate in Anoka County for up to 21 days in the licensing year (February 1 through January 31) on this temporary license instead of the annual one, as described on the county's food-truck page. The county's application form (Modified 05/2024) states: "The fee is $90, with an additional $45 fee if a pre-licensing inspection is required", and that "A $25 late fee may be assessed if the application is received less than 14 days in advance." The unit must have gone through plan review, comply with the Minnesota Food Code, and provide proof of its other license; temporary or seasonal licenses from other agencies do not qualify. One license is required per mobile food unit and licenses may not be shared. A unit that operates more than 21 days in the county needs the annual mobile food unit license. Units licensed by the Minnesota Department of Agriculture do not need this county license, according to the same form.

Hazardous Waste / Used Oil Generator License

Ordinance 2018-7 §4.1 provides that no person shall, within the County, use property for any activity which generates hazardous waste or used oil "except at an individual generation site for which a generator license has been granted". That reaches businesses such as auto repair shops generating used oil, contractors, salons, veterinary clinics and retailers that generate hazardous waste or used oil. The county's Hazardous Waste Generator Licensing Schedule (Rev. Aug. 2026) applies to VSQGs, SQGs, LQGs and Class I and II used oil generators: the annual report and license application are mailed in mid-December and due January 31, the county then invoices the license fee, invoices issued on or after March 1 must be paid by March 31, and a generator whose invoice is unpaid by March 31 is considered to be operating without a license. The fee is set by County Board resolution and depends on the prior year's generation; the county sends a fee statement.
