About each permit
Mobile Food Establishment License
A food truck, trailer or cart operating on a route in Wayne County needs an annual Mobile Food Establishment License from Environmental Health: $354 a year for a unit with no food preparation, or $424 for a unit that prepares food, under the 2024 EH Fee Schedule. Before licensing, the unit must have a Commissary Verification Form on file for the commissary that services it and a Mobile Route Sheet showing where it operates; Environmental Health checks the unit against that route sheet during inspection. A new mobile unit also pays a separate, one-time plan review fee of $590 if it prepares food or $400 if it serves only prepackaged food. This license is distinct from the Special Transitory Food Unit and Temporary Food Establishment licenses recorded separately, which cover a unit operating at a single semi-fixed location or at a one-off event rather than on a mobile route.
Public Swimming Pool Inspection (state license, county-performed inspection)
A fitness studio or gym operating a public swimming pool, spa or hot tub needs a state-issued public swimming pool license. Under MCL 333.12527, that license is issued by the State of Michigan's Department of Environment, Great Lakes, and Energy (EGLE), its agent, or a designated local health department — it is not a Wayne County license. Wayne County Health Department, acting as the state-designated local health department, performs the required inspection and reports to EGLE, and charges its own fee for that inspection separately from the state license fee: a Routine Inspection is $294 and a Follow-up Inspection is $174, under the 2024 EH Fee Schedule. EGLE issues these licenses annually, with renewal periods of one, two or three years available depending on what the pool operator purchases. A fitness studio with no pool, spa or hot tub has no obligation under this record.
Special Transitory Food Unit (STFU) License
A Special Transitory Food Unit (STFU) — a food unit that operates at a single semi-fixed location, distinct from a full mobile-route operation — must be licensed through Wayne County Environmental Health, with a Notice of Intent filed at least four business days before the unit begins serving. The 2024 EH Fee Schedule prices the standard license, which already bundles in a $39 state fee and a $5 education fee, at $155; a 501(c)(3) nonprofit organization pays $116, and a veteran who provides documentation pays $5. A separate STFU Operational Inspection is $90 and an STFU Plan Review is $253. This license category is distinct from the Mobile Food Establishment License, which covers a unit operating on a route rather than at one semi-fixed location, and from the Temporary Food Establishment permit, which covers a one-off event.
Certified Food Manager (CFM) Requirement
Michigan's Food Law requires every fixed food-service establishment to employ at least one certified food safety manager who meets Conference for Food Protection/ANSI-accredited standards, under MCL 289.2129 — Wayne County's Food Manager Certification page restates this state requirement rather than creating a county rule of its own. A restaurant or coffee shop with a fixed location must have a certified manager on staff. Wayne County Environmental Health itself offers the training and testing route: a Class Registration is $240, a Recertification Class is $100, and taking the exam alone, for someone already trained elsewhere, is $54. MCL 289.2129 exempts temporary food service establishments, vending-machine locations and certain low-risk establishments from this mandate, so Wayne County's Temporary Food Establishment and Special Transitory Food Unit licensees are not required to have a certified manager for that specific operation.
Water Well Permit
A business built where public water is not available needs a well permit from Wayne County Environmental Health before drilling; a contractor typically pulls the permit on the property owner's behalf. The 2024 EH Fee Schedule prices a Well Evaluation at $175, a Well Permit for a residential one- or two-family building, including irrigation wells, at $250, and a Residential Type III well at $648; a Site Evaluation is tiered by projected water use — under 1,000 gallons per day $300, 1,000 to 5,000 gallons per day $978, and over 5,000 gallons per day $1,234 — with a different fee for a subsequent evaluation at the same site. The permit gives one year to complete construction from issuance, and a re-issuance fee applies if that year passes before the well is finished. This applies to any of the ten covered industries whose building lacks a public water connection, not only to the contractor performing the work.
Food Service Establishment Plan Review
Wayne County Environmental Health reviews plans and performs the pre-operational inspection before a restaurant, coffee shop or food truck commissary is newly built, remodeled, or changes ownership, anywhere in Wayne County outside Detroit. The 2024 EH Fee Schedule prices new-construction plan review at $700 for 0-30 seats, $849 for 31-50 seats, $917 for 51-100 seats and $1,015 for over 100 seats or a commissary; a lower preconstruction review is $257 for 0-30 seats and $514 for over 30 seats; a revised, extensive resubmission of plans is $1,000; a field review or report is $289; adding up to three pieces of equipment to an existing kitchen is $564; and adding a water heater is $296. Plan approval is required before the food-service license application is complete and before construction work proceeds. This is authorized under the same Michigan Food Law delegation that authorizes the underlying food-service license itself.
Temporary Food Establishment (TFE) License
A restaurant, coffee shop or food truck vending food at a one-off event — a festival, fair or similar temporary gathering — needs a Temporary Food Establishment (TFE) permit from Wayne County Environmental Health, with the application submitted at least 10 days before the event start date. The 2024 EH Fee Schedule prices the standard permit, bundling in a $4 state fee and a $5 education fee, at $249; a 501(c)(3) school, athletic or religious organization pays $126 with no state fee, and a veteran who provides documentation pays $246, also with no state fee. Filing less than 10 days before the event adds a $72 late fee, and vending at an event with no application filed at all adds a $96 fee. This permit is separate from the Special Transitory Food Unit license, which covers a semi-fixed single location rather than a one-off event, and from the Mobile Food Establishment License, which covers a unit operating on an ongoing route.
On-Site Sewage (Septic) Permit
A business built where no municipal sewer is available needs an on-site sewage (septic) permit from Wayne County Environmental Health, under the county's own On-Site Sewage Disposal System Evaluation and Maintenance Ordinance No. 99-527 — a genuine Wayne County ordinance rather than a state pass-through. Municipal sewer availability is confirmed before a septic permit is issued, and the permit applies only outside Detroit and outside any other area with municipal sewer. The 2024 EH Fee Schedule prices a new Septic Permit at $471 for under 1,000 gallons per day, $375 for 1,000 to 5,000 gallons per day, and $1,114 for over 5,000 gallons per day; a Septic Repair follows the same tiers at $325, $840 and $1,114; an OSDS Evaluation is $358; an OSDS Evaluator's own Annual Registration is $150; and an OSDS Transfer Evaluation is $161. The permit gives one year to complete construction from issuance.
Food Service License (fixed establishment, annual)
Wayne County's Environmental Health Section licenses fixed food-service establishments — restaurants and coffee shops — everywhere in Wayne County outside the City of Detroit; the county's own page states this scope directly, because Detroit businesses are licensed instead by the Detroit Health Department, a separate city-level authority out of scope here. Any fixed restaurant or coffee shop must hold this annual license before operating. The 2024 EH Fee Schedule prices it by seating and category: 0-30 seats $471, 31-50 seats $503, 51-100 seats $528, 101-150 seats $586, and over 150 seats $690, with a lower seasonal/low-risk 0-30-seat tier at $214, a 501(c)(3) nonprofit rate of $280, a specialty/coffee-shop-with-no-food-prep rate of $393, a multiple-locations rate of $380 plus $150 per satellite, and a commissary rate of $559; a $25 state fee and $5 education fee are already included in the asterisked categories. Renewal is due by April 30 each year, with a $96 late fee after that date and $161 after May 31. New applications and changes of ownership must be filed in person at Environmental Health; renewals are mailed pre-printed and can be paid online. Bake sales and prepackaged, non-potentially-hazardous food sales are exempt from this license and may instead need a state (MDARD) retail food establishment license.
Body Art Facility Inspection (state license, county-performed inspection)
A salon that offers tattooing, body piercing or permanent-makeup/microblading services needs a body art facility license — but that license is issued by the State of Michigan (MDHHS) under Public Health Code Part 131, not by Wayne County. Wayne County Environmental Health performs the local plan-review and inspection function the state requires before it will issue or renew that license, and charges its own fee for that role: a Plan Review is $296 and a re-inspection, including one tied to a suspended license, is $146, under the 2024 EH Fee Schedule. The state license itself runs for up to one year and expires December 31. A routine hair, nail or skin salon that offers no tattooing, piercing or permanent-makeup service has no obligation under this record at all — it is triggered only by actually offering body-art services.
Child/Adult Care Facility Inspection (state license, county-performed inspection)
Wayne County's own Child Care Centers and Adult Foster Care Facilities page assigns licensure to state agencies and gives the county only an inspection role, so the county issues no childcare license. A child care center, child caring institution, children's camp or adult foster care home is licensed by state agencies — MiLEAP, MDHHS or LARA, depending on the facility type — and Wayne County Environmental Health routinely inspects these facilities only as requested by that state regulatory agency, then bills its own inspection and plan-review fees for the work. The 2024 EH Fee Schedule prices a Full Inspection at $356, a Re-inspection at $174, a Plan Review that includes food service at $266, a Plan Review with no food service at $149, and a Partial Inspection covering only a well or septic system at $311. A childcare business's actual operating license remains a state matter throughout; Wayne County's role is limited to the inspection and plan-review fees charged when the state asks it to inspect.
