Food Establishment Plan Review
Grand Rapids itself runs no restaurant inspection program — the City's own mobile food vendor licensing page directs applicants to Kent County Health Department for exactly this function. The county reviews every new operator before licensing, in one of two tiers: a brand-new building, a major remodel or the conversion of a building not previously used for food takes the full plan review at $400, while a change of ownership — or a new operator moving into an established shared or incubator kitchen — takes the partial plan review at $200. Buying an existing restaurant does not skip this step: Kent County food licenses are non-transferable, and the new owner must apply before operating. The county's separate annual operating license fee could not be reached during this research and is not asserted here.
