About each permit
Trader's License
Maryland requires a trader's license from any person or business, other than a grower or manufacturer, that offers goods for sale at retail. In Baltimore County the license is issued by the Clerk of the Circuit Court, a state judicial officer, under the county-specific fee tier at §17-1807(c)(4) rather than the general schedule used in most other Maryland counties or Baltimore City's own separate tier. Before the clerk may issue a trader's license for the first time, or approve a transfer, the county zoning commissioner must approve the application under §17-1805(a)(1) and §17-1810(d)(1) — a Baltimore-County-specific wrinkle not present in every county's version of this license. The license year runs May 1 through the following April 30 under §17-305(a)-(b).
