About each permit

Portable Commercial Sign Permit

This $50 annual fee applies specifically to portable/temporary commercial signs. For a permanent on-site or off-site sign, the current code prints different figures in its 2023 fee schedule (Appendix A, Ord. 19497) and in the older zoning fee appendix, and neither text says which governs, so no permanent-sign figure is shown here; confirm with the Permit Center (337-491-1294) before budgeting for a permanent sign.

Certificate of Occupancy

Both figures are printed in the City's codified Chapter 24 Appendix D fee schedule (Ord. No. 17681, 9-21-16, in the current Supplement 21 Update 1 of the Code): 'Certificate of Occupancy Application/Inspections: $15.00', and 'Each applicant applying for a Certificate of Occupancy shall pay a $5.00 technology/computer fee in addition to any fees.' The City's Occupational License Procedures sheet states that if an inspection is required 'a fee of $20.00 will be charged by the Permit Center', and that 'A LICENSE WILL NOT BE ISSUED UNTIL THE CERTIFICATE OF OCCUPANCY IS COMPLETED.' The 2023 Appendix A city fee schedule prints no Certificate of Occupancy line.

City Trade License and Registration — Electrical, Plumbing, Mechanical and Gas

The City Code requires electrical, plumbing, mechanical and gas contractors to hold a City license or registration before taking out permits for that work (§§ 6-117, 6-213, 6-393, 6-431). The $50.00 annual figure for each master or contractor class is printed in the 'Annual License and Registration Fees' table of the City's Appendix A fee schedule (Ord. No. 19497, 3-1-23), and the trade sections print the same $50.00 for renewal; they also print separate first-time examination or registration fees. Under § 6-215(d) the holder of a state plumbing contractor license registers with the City without examination.

Contractor's Bond and Liability Insurance Filing

City Code § 6-36(a)(1) (Ord. No. 17571, 5-18-16) requires every contractor who obtains building permits in the City to deposit 'a contractors bond in the principal sum of $7,500.00 executed by a solvent surety company', on a City form and 'renewed annually on the first day of January of each year as a prerequisite to issuance of any building permits', and to furnish a general liability insurance certificate of at least $100,000.00 naming the City as certificate holder. Sections 6-393(b) and 6-431(b) set the same $7,500.00 bond for mechanical and gas contractors before mechanical or gas permits are issued.

Grading Permit

City Code § 21-232 (Ord. No. 16952, 6-4-14) bars clearing, excavation or earthwork that will significantly change the rate or quantity of surface water runoff from a site without a grading permit from the Permit Center at City Hall; § 21-232.1 lists exceptions, including excavation within an approved subdivision with a current grading or site plan. Section 21-233 (as amended by Ord. No. 17706, 10-19-16) sets the fees: under 1 acre $25.00, 1 acre or more $50.00, and $100.00 / $200.00 after a stop-work notice, with no grading fee when the work is part of a construction plan review for zoning.

Culvert (Driveway Drainage) Permit

City Code § 18-9 (Ord. No. 18098, 2-21-18) makes it unlawful to install a drainage culvert or tile in an open ditch in the City without a permit from the Department of Public Works, and subsection (d) sets 'a nonrefundable culvert permit application fee of $30.00.' The City's Utility Cut Permits page describes the process: the owner or contractor applies at the Permit Center for 'a $30 non-refundable permit', which is forwarded to Public Works Engineering; an owner may apply only for a driveway permit (maximum 25 feet), while subsurface drainage requires a licensed contractor.
