About each permit

Septic System Installer License (Douglas County Sanitary Code)

Under Douglas County Sanitary Code §2-6.2, as published by Lawrence-Douglas County Public Health, no person may install, construct, repair or alter an on-site sewage management system without first obtaining an annual installer license from the Health Department. A license may be issued to a commercial contractor or to a homeowner, who may then work only on his or her own property. A licensed installer must be on site at all times while a system is being installed, built, repaired or altered, and a licensed commercial contractor must tell the property owner about recommended maintenance. The applicant must first pass a written examination with at least 70 percent of answers correct; the examination can be taken by appointment at any time of year and carries a test fee. Licenses expire on December 31 of the calendar year in which they are issued, and the annual fee is the same for any fraction of the year as for the whole year. The fee amounts are not published in the code or on LDCPH's Septic Systems page; LDCPH (785-843-3060) gives them. A license may be revoked for continued failure to comply with the Sanitary Code.

Child Care Licensing Local County Fees (Lawrence-Douglas County Public Health)

Lawrence-Douglas County Public Health (LDCPH) surveys licensed child care providers throughout Douglas County, inside Lawrence, Eudora, Baldwin City and Lecompton as well as the unincorporated area; its Childcare Licensing page states that the program "oversees about 150 home care providers, child care centers, preschools and drop-in day care programs in Douglas County." LDCPH's Childcare Licensing Fees page states that it collects annual fees so its surveyors can provide the annual, compliance, complaint and amendment surveys the state requires, and describes them as local county fees, separate from any state fees. As published on that page: orientation $40.00; home providers $100.00 initial and $75.00 annual; child care centers, preschools and school-age programs $150.00 initial and annual for 1-100 children, $300.00 for 101 or more; youth development programs $200.00 for 1-100 children, $400.00 for 101 or more; amendment visit $50.00. The orientation fee is invoiced after the online orientation application, the initial fee when a new provider moves forward with a temporary license, the annual fee around the time the state license expires, and the amendment fee after an on-site amendment visit such as room measurements. LDCPH's New Home Providers page says Douglas County residents who want to operate a child care home attend the orientation class before applying. The state license is issued by the Kansas Office of Early Childhood, which took over child care licensing on 1 July 2026; it is a separate state record. Fee questions go to the LDCPH Finance Department, 785-856-5381.

On-Site Sewage Management System (Septic) Permit (unincorporated Douglas County)

A business site in unincorporated Douglas County that uses an on-site sewage management (septic) system needs a permit from Lawrence-Douglas County Public Health before the system is built, repaired or altered; a site on a public sewer has no septic permit. Under the Douglas County Sanitary Code as published by LDCPH (adopted by the Board of County Commissioners July 12, 2017, effective July 17, 2017), no building permit is issued until the septic permit is obtained (§2-6.1(a)); the Health Department inspects and approves the site and design before issuing the permit; no system may be covered until inspected; and no building may be occupied until the final inspection approves the system. Permits are valid for two years. The code states that a fee is charged; the amount is not published in the code or on LDCPH's Septic Systems page, and LDCPH (785-843-3060) gives it. Under §1-1.4 the code does not apply to incorporated cities or to agricultural premises over 650 acres under one ownership. The County Code compilation still reproduces an earlier text adopted by Res. 08-44 with the same section structure.
