About each permit

Contractor License or Registration (PPRBD regional)

PPRBD's Licensing office processes license applications, renewals and registrations for contractors working in its jurisdiction, which its About page lists as Colorado Springs, Fountain, Green Mountain Falls, Manitou Springs, Monument, Palmer Lake and unincorporated El Paso County; electrical, plumbing and elevator contractors hold state licenses and must also register with PPRBD, and building and mechanical contractor applicants take an exam. Per the adopted 2023 Pikes Peak Regional Building Code (first printing June 30, 2023), RBC202.1 sets a $50 non-refundable application fee and Table RBC202.6 sets the annual fee by class: $200 for Building Contractor A-1/A-2 (general commercial), $175 for B-1/B-2 (limited commercial), $150 for C (home builder), $100 for D-1 single trade, $75 for E (maintenance and remodeling), and $100 for mechanical and for plumbing or water connected appliance contractors, among other classes. A license expires on the last day of the 12th month after issuance.

Building Permit and Certificate of Occupancy (PPRBD)

The Pikes Peak Regional Building Department was created by a 1966 intergovernmental agreement between the El Paso County Board of County Commissioners and Colorado Springs City Council; its About page states that it 'services unincorporated El Paso County; the cities of Colorado Springs, Fountain and Manitou Springs; the towns of Green Mountain Falls, Monument, Palmer Lake, and Calhan; and in Teller County, the City of Woodland Park.' As published on PPRBD's current Building Permit Fee Schedule page (2023 Pikes Peak Regional Building Code Appendix B, using 2025 ICC valuation data effective June 30, 2025, with a commercial regional modifier of .97), Table A sets the fee by valuation, from $50 for work valued at $1-$500 up to $4,064 plus $3 per $1,000 over $1,000,000; for commercial work Table A covers building inspection only. Table B adds $100 per trade for commercial plumbing, electrical, gas and heating, and the plan examination fee is 28% of the building permit fee. A temporary certificate of occupancy is $50, a phased TCO $150 plus $100 for each additional, and work begun without a permit carries an investigation fee of twice the permit fee.

Floodplain Development Permit (PPRBD)

Pikes Peak Regional Building Department provides floodplain management for unincorporated El Paso County and its participating municipalities, and development in a mapped floodplain needs a Floodplain Development Permit; a site outside the floodplain has no floodplain permit. As published in Table D of PPRBD's current Building Permit Fee Schedule page, the fee depends on the disturbed area: $50 up to 1,500 square feet, $150 for 1,500-5,000, $300 for 5,000-15,000 and $500 over 15,000, with review and inspection at $50 an hour and a floodplain determination at $30.
