About each permit

Contractor Registration (unincorporated Douglas County)

A contractor applying for building permits in unincorporated Douglas County must first register with the Douglas County Building Division. The county's Contractor Registration page states that general contractors, roofing and mechanical contractors must be registered with Douglas County, that electrical and plumbing contractors register by providing proof of licensing with the State of Colorado, and that all contractor and sub-contractor registration shall be completed or updated before a building permit is issued. The registration fees are waived: the page states that 'Contractor registration fees are currently waived in Unincorporated Douglas County' and that the waiver only pertains to fees. Applications take two business days to process once complete, and the page notes that Douglas County has no testing requirements. Contractors submit proof of workers' compensation insurance (or a statement of exemption) and business liability insurance naming the Building Division as certificate holder; the county's insurance requirements and 2024 registration packet set single-occurrence minimums of $1,000,000 for Class A and B, $500,000 for Class C and $300,000 for Class D, electrical, plumbing, mechanical and roofing contractors.

Building Permit (unincorporated Douglas County)

New construction, alterations, gas, mechanical, plumbing or roofing work in unincorporated Douglas County needs a permit from the Douglas County Building Division. The fees come from the county's Building Division Fees document dated 6/29/2018, which the Building Division's current Permits page links as its 'associated building fees': a valuation-based permit fee from Table 10.3 (1997 Uniform Building Code, Table 1-A), plan review at 65% of the permit fee (10% for stock plans), $47 an hour for re-inspections and other hourly items, and a $120 wildfire mitigation assessment for new structures in wildfire hazard areas. The electrical-only figures ($57 up to $2,000; $5 per $1,000 plus $57 above that; $47 reinspection) appear in both that document and the county's Electrical Fee Schedule dated 01/12/2023. The county's 2026 Sales Tax FAQ brochure states that building use tax is paid when the permit is issued, at a rate of 1%, with construction materials estimated at 50% of the project's valuation.
